Duties

As a SUPERVISORY BLDG PARTNER CAPACITY & INTEGRATION SPECIALIST at the GS-0301-14 some of your typical work assignments may include: Supervises the Division's participation and direct engagement in the Directorate's, Agency's and USG's processes for developing strategies to support Executive Branch and DoD goals to combat weapons of mass destruction, specifically in the area of CWMD Building Capacity. This work often times involves conceptualizing future building CWMD capacity and working with other USG partners to present senior leaders with workable concepts and models rather than derivative changes to existing counterproliferation and non-proliferation programs. Conducts original research and collects information, to include historical data, and performs in-depth analyses on the technical aspects of CWMD non-proliferation. Identifies and defines issues; conceptualizes alternative solutions; recommends courses of action or options available; and prepares a variety of reports, memorandums, staff studies, and talking papers for Agency leadership and appropriate representatives of external organizations including key policy-making officials. Participates in Agency, DoD, interagency, and ad hoc groups tasked with coordinating and resolving specific issues related to standardized and efficient planning, preparation, and execution of future DoD counterproliferation and non-proliferation activities. Maintains a close liaison with Directorate and Agency operational organizations on matters of CWMD Building Partner Capacity implementation and execution. The incumbent is recognized as an expert in their field and maintains a high level of technical knowledge and expertise in the fields of security cooperation and CWMD Operations. Provides technical advice, assistance, and rationale regarding the authorization, planning, prioritization, implementation, and evaluation processes of initiatives tied to strengthening the capabilities of allies and partners. Assists policy-making officials in the development, interpretation, clarification, and support or defense of Agency, DoD, or national positions. Interacts with operational implementers to ensure policy guidance is effectively conveyed, enabling successful implementation and evaluation. The incumbent maintains supervisory responsibilities over teams that are manned with Government Civilians, Military, contract personnel, and attached technical support experts in overseeing technical issues, costs, schedule, and performance of assigned projects. Assigns tasks and projects; reviews and rates individual performance; counsels and encourages the development of individual skills, teaches, and provides training opportunities for assigned personnel.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Supervising teams of Government Civilians, Military, contract personnel, and attached technical support experts in overseeing technical issues, costs, schedule, and performance of assigned projects. Managing teams of Government Civilians, Military, contract personnel, and attached technical support experts by assigning tasks and projects; reviewing and rating individual performance; counseling and encouraging the development of individual skills. Advising senior management officials within the Agency, DOD, Combatant Commands, and the US Government (USG), as well as high-level civilian and military foreign officials (e.g., ambassador, minister, and command level), on operational implementation activities, strategic policy planning issues, and efforts related to counterproliferation and non-proliferation building partner capacity initiatives, opportunities, and potentials. Representing leadership at various interagency and international meetings pertaining to the development and implementation of future CWMD building partner capacity endeavors as well as other non-proliferation and counterproliferation initiatives. Conducting original research and performing in-depth analyses on the technical aspects of CWMD non-proliferation, including Identifying and defining issues; conceptualizing alternative solutions; recommending courses of action or options available; and preparing a variety of reports, memorandums, staff studies, and talking papers for Agency leadership and appropriate representatives of external organizations including key policy-making officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
