The primary purpose of this position is: To instruct Search and Rescue Planning course in Spanish to armed forces and government agency personnel from 21 Latin America countries, Africa, and the Caribbean.

Duties

Serves as classroom instructor for search and rescue planning units in Spanish. Develops and/or revises lesson plans and training material for the Search and Rescue Planning Course curriculum. Monitors and evaluates student progress and performance. Maintains professional and technical expertise.

  • This is not a CCAF course and does not require applicant to meet CCAF requirements

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series, 1712. SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to the GS-07 grade level that demonstrates practical knowledge of a wide range of conventional concepts, principles, and practices associated with training program management sufficient to independently develop, conduct, and evaluate difficult, but well-presented formal and informal training programs. Knowledge of methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement. Knowledge of major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility, as well as knowledge of the installation/command mission and organization. Knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel assigned to the organization. Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training and readiness issues. Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. OR EDUCATION: I have successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B or J.D. if related with a major study in education or a subject area if related to the position to be filled. NOTE: You must submit copies of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General knowledge of search and rescue operations, flight operations planning, rules, laws, and procedures on aviation as well as knowledge on how to use different type of flight maps and use of plotter. 2. Ability to communicate clearly and effectively in English and Spanish both orally and in writing. 3. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources. Knowledge of the Instructional Systems Development (ISD) process. 4. Skill in the use of a variety of computer applications and software sufficient to meet the desired learning objectives. 5. Skill in review and analysis techniques and methods to appraise assigned programs or projects; identify needs and solutions; develop goals, policies, and procedures; monitor progress; and evaluate success. 6. Ability to communicate clearly and effectively orally and in writing while using computer based teaching aides to include classroom instruction before large and small audiences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
