The primary purpose of this position is to serve as a shift-level Senior Maintenance Support Specialist, responsible for the overall maintenance coordination and policy implementation for the Maintenance Operations Center (MOC).
Duties
Serve as the Senior Maintenance Support Specialist for the shift, accomplishes investigates studies of problem area involving elements of aircraft operations, depot aircraft maintenance and component repair/overhaul facilities policy implementation.
Plans, analyzes, researches, coordinates and prioritizes hanger and ramp space, movement of aircraft, engine runs, fuel/defuel activity, Ground Support Equipment (GSE), Aerospace Ground Equipment (AGE), vehicles, radio equipment and all aspects pertaining to aircraft maintenance and readiness support through the compilation of customer requirements, engineering designs, and specifications for the OC-ALC maintenance Operations Center (MOC).
Gathers and disseminates information on the Complex level as required to include, Real World and Exercise notifications and evacuations.
Performs the Aerospace Vehicle Distribution Officer (AVDO) functions necessary for receipt and delivery of aircraft input/output for repair/modification.
Prepares formal and informal briefing material daily for various levels of center management as appropriate reflecting current status of aircraft undergoing Programmed Depot Maintenance (PDM).

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Specialized experience is defined as investigating studies of aircraft operation, depot maintenance, and component repair/overhaul; and planning, analyzing, researching, coordinating, and prioritizing all aspects pertaining to aircraft maintenance and readiness support.

EDUCATION: Ph.D., or equivalent doctoral degree or have successfully completed three full years of progressively higher level graduate education leading to such a degree or LL.M., LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the regulations, policies and practices related to the industrial operations and aircraft depot maintenance process and requirements, to include occupational safety standards and practices.
2. Knowledge of applied statistical, analytical, and presentation technique concepts.
3. Knowledge of aircraft operational programs, scheduling, mission priorities, production methods, resource allotment, processes, labor, machinery, manpower, and material requirements for the repair, overhaul, and/or modification of a variety of complex aircraft and commodity items.
4. Ability to research, conduct surveys. gather data, assemble and analyze facts, recognize and define problems areas, devise and implement solutions and analyze information to devise solutions to problems.
5. Ability to read, interpret and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks related to programmed depot maintenance.
6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
WORK ENVIRONMENT:
Employee works in an office setting most of the time, but is also required to regularly visit production areas which involve moderate risks, discomfort, and require safety precautions. Visits to industrial areas take place in all weather conditions. Employee may be exposed to strong odors , fumes from paint, fuels or chemicals used in the work processes. Regular use of safety equipment is on occupational requirement.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
