This position is located in the Department of Homeland Security (DHS), Science & Technology Directorate, Special Projects Office (SPO). The primary purpose of this position is to serve as an expert analyst and advisor to the Director of the Research and Development Partnerships (RDP) and the Under Secretary on all aspects of the Emerging Threats portfolios in the Science and Technology (S&T) Directorate. Non-BU: This is a non-bargaining unit position.

Duties

As a Management and Program Analyst, GS-0343-15, your typical work assignments may include the following: Research complex special projects and studies relating to the substantive aspects of the management, programs, policies and operations of Science and Technology. Works with the Intelligence Communities, Department of Defense, other federal agencies, academia, industries, national laboratories, and allied and foreign partners on emerging technology and disruptive technology areas. Serves on interagency councils and committees established to coordinate S&T policy across the diverse entities that make up the Federal research and development enterprise. Participate actively in domestic and international panels, committees, and task forces concerning development, deployment, and acceptance of new emerging technologies and protocols, and measures to be taken to facilitate acceptance. Qualifications

Specialized Experience: I have at least one (1) full year of specialized experience equivalent to the GS-14 grade level, OR equivalent public or private sector experience. For this position, specialized experience is defined as: (1) Experience serving as an expert advisor and analyst providing high-level substantive advice on challenging program management issues; (2) Experience participating on interagency councils and committees; (3) Experience developing industry engagement and external partnerships to promote the organizational outreach to non-traditional research, development, testing and evaluation (RDT&E) enterprises; (4) Experience maintaining effective working relationships with high level officials internal and external to the organization to promote industry engagement and to coordinate project planning; (5) Experience providing guidance to intra and inter-departmental teams in the conduct of studies that involve assessment, program development, and program execution activities; and (6) Experience recommending goals, metrics, funding, schedules and infrastructure changes needed for success in programs and processes for identifying, characterizing, and assessing new and emerging threats. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
