About the Position: Serves as a Procurement Coordinator with responsibility for planning, developing, implementing, and coordinating the organization's requirements for the U.S. Army Medical Center of Excellence's (MEDCoE) Government Purchase Card (GPC) acquisition of resources.

Duties

Responsible to ensure cardholders are following purchase guidelines and have funding available. Maintain general cognizance of MEDCoE educational and training requirements, establishes MEDCoE’s priorities and continual program oversight to assure that MEDCoE’s requirements are processed in relation to their benefit. Serves as a focal point for developing implementations of guidance and ensuring their usage on the total procurement process as required by new initiatives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires that the employee occasionally travel away from the normal duty station up to10% of the time.
  • Position requires pre-employment financial disclosure (OGE Form 450) and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes coordinating Government Purchase Card Program for employees and organization; developing policy and procedures for the organization government purchase card program; ensuring government purchase card accounts are current and being used within parameters of policy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailCustomer Service (Clerical/Technical)Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
