About the Position: This position is located at Network 4 (Central Office), San Antonio, Texas A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized. Non-Federal work experience may be creditable for leave purposes.

Duties

Serve as principal program manager and key advisor to Network Leadership on all matters relating to the business, contract, and procurement programs. Train Medical Treatment Facility (MTF) staff and other supporting personnel on acquisition management policies. Serve as a technical authority reviewing, analyzing, and developing contracting policy and procedures covering a variety of contracting issues. Serve as a business advisor, strategizing, planning, and developing the overall acquisition approach to meet acquisition life-cycle management and customer mission objectives. Manage and monitor all procurements within area of responsibility ensuring they are executed by properly appointed contracting officers and are acquired in accordance with the voluminous acquisition regulations. Perform quality checks of automated system database information and advises of any significant problems.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
