About the Position: This position is located with the Defense Health Agency in San Antonio, Texas.
Duties
Provides guidance to the Business Execution Chief, and coordinates statements of work, task orders, evaluation criteria, levels of effort, independent government cost estimates and other pre-and post-contract award documentation.
Develops cost/price data, evaluating proposals for use in analyzing responses, and determines price/cost reasonableness and appropriateness and reasonability of proposed labor and overhead rates.
Accepts and approves contract deliverable; reviews and evaluates contract issues; accepts/certifies invoices for payment; and makes appropriate management improvements to achieve effective, efficient, and economical results.
Conducts reviews of contract services to ensure deliverable are met in accordance with the contract and that cost and schedule are within stated parameters, and ensures actions are taken to preclude over-commitment and/or over-obligation of funds.
Develops acquisition plans with integration of functions, schedules, objectives, fiscal requirements, expected benefits/outcomes and milestones, ensuring the procurement process supports the program's project plans time lines.
Meets with Contract Program Managers in Acquisition Management Office to coordinate Statements of Work (SOWs), and Independent Government Cost Estimates (IGCE's).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One year trial/probationary period may be required.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Basic Requirements for the ACQUISITION PROGRAM SPECIALIST:
Specialized Experience: One year of specialized experience that includes assisting with resolving issues related to acquisitions and contracts, conducting reviews of contractor performance, and providing recommendations regarding contract requirements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
