THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a OPERATIONS AND TRAINING MANAGER (TITLE 32), Position Description Number D2707PIL and is part of the IL 129 RTI, National Guard.
Duties
As a OPERATIONS AND TRAINING MANAGER (TITLE 32), GS-0301-11, you will serve as an alternate point of contact for the RTI Director (OIC) or Director, Plans, Training, Mobilization and Security (DPTMS) or Director, Plans, Operations, Training and Security (DPOTS) and his/her representative of installation mission related programs in establishing and maintaining policies, executing administrative programs and projects, and resolving problems involving RTI/DPTMS/DPOTS mission related issues.
Major Duties - This is NOT an all-inclusive list:
Integration of the training support plans involves evaluation, analysis and implementation of process management, net assessments, future management, implication analysis, option management, issue management and other related management studies.
Coordinate support commanders and staff officers from active and reserve military units (and nonmilitary organizations) in tactical training requirements within the training center as required.
Assist the RTI OIC/DPTMS/DPOTS in executing, coordinating, and integrating assigned mission, functions, and operations.
Review and report the status for utilization and distribution of resources to achieve assigned mission, including analysis of the effectiveness of organization's structure and staffing patterns.
Create, prepare, and document the development and updating of the training center Five-Year School Requirements/Range Development Plan in coordination with other directorates.
Review, critique, and monitor execution plans and programs of the RTI OIC/DPTMS/DPOTS.
Keep the RTI OIC/DPTMS/DPOTS informed on the overall conditions, trends, and critical issues in each subordinate element for those significant subjects assigned daily.
Ensure that information from the staff, subordinate's supervisors, and high headquarters is provided to the RTI OIC/DPTMS/DPOTS in a timely manner.
Advise staff regarding policies, procedures, and directives of higher-level management or headquarters.
Assist with selecting candidates for subordinate nonsupervisory positions and selects subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements.
Explain performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses.
Appraise performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors.
Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
All excepted permanent and indefinite temporary technicians within the ILNG.
Military Grades: Officer Only - Minimum rank 2LT, not to exceed rank of LTC.
GENERAL EXPERIENCE: MUST possess the experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess experience equivalent to at least the next lower grade level, GS-10, experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations.
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess the experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

Education
If you are using education to qualify for this position, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
In addition, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.
