The primary purpose of this position is to designed to broaden the skills, enhance and develop the career broadener's leadership competencies, technical occupational competencies, and business skills while contributing support to the mission and function of the organization and processes of the Air Force Civil Engineering.

Duties

DUTY 1: Plans, coordinates, and manages all aspects of assigned environmental programs(s). Provides effective oversight to ensures the work and current DAF policy and guidance complies with legal and regulatory requirements, policies, procedures and goals to meet Department of the Air Force and Department of Defense missions needs and ensure sound environmental stewardship and compliance with environmental laws. DUTY 2: Interfaces with MAJOCOMs/FOAs on assigned environmental programs(s) ensuring compliance with applicable laws, regulations and OEBGD while meeting environmental program goals and objectives. DUTY 3: Provides advisory services and recommendations on specific programs, problems, problems, projects, and functions in assigned programs. DUTY 4: Keeps abreast of evolving regulatory requirements, DoD policies, and emerging technology to ensure current information is applied to environmental policy and guidance.

  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery knowledge in environmental protection programs that involve federal/state compliance procedures and standards associated with air, water, solid/hazardous waste, hazardous materials and pollution prevention. Such experience knowledge may be obtainable only through extensive experience working with federal and state levels of government and specialized training courses offered by these agencies. Mastery of asset management principles, the application of resources, and Air Force and DoD theories, policies, directives. Skill in researching feral and state regulations, legislative history and other Congressional reports to determine applicability to USAF and DoD environmental quality program BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the Specialized Experience applicants MUST meet the basic education requirements for the occupational series listed for this position. General Engineer Series, GS-0801 General Engineering Series 0801 (opm.gov) Environmental Engineer, GS-0819 Environmental Engineering Series 0819 (opm.gov) Biological Scientist, GS-0401 General Natural Resources Management and Biological Sciences Series 0401 (opm.gov) Physical Scientist, GS-1301 General Physical Science Series, 1301 (opm.gov) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and ability applicable to a wide range of environmental practices, techniques, and procedures to effectively perform program management and oversight within the environmental quality and restoration programs. 2. Exceptional knowledge in environmental quality and restoration programs involving legal drivers and regulatory requirements including but not limited to Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Toxic substances Control Act (TSCA), Comprehensive Environmental Response Compensation and Liability Act (CERCLA), Resource Conservation Recovery Act (RCRA), National Environmental Policy Act (NEPA), and state requirements laws and Overseas Environmental Baseline Guidance Documents (OEBGD)/Final Governing Standards (FGS). Such knowledge and skill are necessary to make decisions and recommendations concerning assigned environmental program(s). 3. Skill in researching federal and state regulations, legislative history and Congressional reports to determine applicability to DoD and DAF environmental programs. 4. Professional knowledge of planning, programming, and budgeting cycles, financial systems and restrictions on the expenditures of funds. 5. Skill in written and oral communications to write and disseminate technical guidance, standards and criteria, letters, bulletins, etc., conduct briefings, and present issues and recommendations including tailoring information to senior leaders, congress, and other stakeholders. 6. Ability to establish and maintain effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
