This position is located within the U.S. Fish and Wildlife Service (FWS). The Biologist position serves as a liaison to the U.S. Army for the FWS. The position is physically located at the Pentagon, the headquarters building of the Department of Defense, in Arlington, Virginia.
Duties
As a Biologist your duties will include but are not limited to the following:
Provides scientific and technical leadership for a large, complex biological program/project; provides overall program support and oversight which may include technical, policy, program, and budget support; Leads the formulation of program objectives, priorities, and techniques; and coordinates and collaborates with partners.
As needed, directs, participates and/or oversees program and field work/activities such as monitoring, inventory, surveys, invasive species monitoring and control, research, impacts of point and non-point pollution, restoration, project reviews, and other related field activities.
Works directly with other FWS staff to lead and/or coordinate strategic planning, partnership development, budgeting, program guidance, application of protocols and procedures, and biological planning, monitoring, and evaluation of activities within the assigned program area.
Participates in multiagency projects as an advisor or subject matter expert intended to support program related efforts across geographic
areas, other boundaries, and programs.
Provides technical guidance, advisory services, and coordination of compliance with federal environmental statutes such as Endangered Species Act (ESA), Clean Water Act, National Environmental Policy Act (NEPA), among others.

Qualifications
Only experience and education obtained by 02/14/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Educational Requirement:
A. A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
B. Combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of this combination of education and experience demonstrates possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
Minimum Qualification GS-13
One (1) year of specialized experience, equivalent to at least the GS-12 grade level in the Federal service. Examples of specialized experience mayinclude: 1) Demonstrated experience applying knowledge of fisheries biology, wildlife and/or applied ecology to evaluate fish and wildlife conservation activities on federal or non-federal lands. 2) Coordinating the management and/or conservation of natural resources and communicating the conservation/management accomplishments of a program or organization. 3) Identifying and solving challenging and complex issues related to natural resource management/conservation. 4) Developing and maintaining partnerships to conserve fish and wildlife resources. 5) Applying knowledge of appropriate federal statutes and regulations to fish and wildlife conservation. 6) Communicating complex fish and wildlife conservation issues to agency officials, internal colleagues, and external stakeholders. 7) Familiarity with the resource programs administered by the Service (e.g., Ecological Services, Migratory Birds, Fish and Aquatic Conservation, National Wildlife Refuges System, etc.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
