Duties
As an Administrative Officer, you will perform the following duties:
Serves as supervisor planning and distributing work to be accomplished by subordinates supervisors; sets and adjusts short and long term priorities, and prepares schedules for the completion of work; finds ways to improve production or increase the quality of the work; evaluates the work performance of subordinates, providing technical oversight and instruction and addressing poor performance as part of the performance process; develops performance standards; gives advice, counsel, or instruction to employees on both work and administrative matters; oversees the development and execution of contracts management and grants/coop agreement administration; formulates, defends, and monitors execution of budgets for the Region.
Oversees and directs all administrative programs of the Region inclusive of the Human Resources Program, Procurement and Acquisition Program, Travel Program, Time and Attendance Program, Property Management Program, Records Management Program, Budget and Finance Program, Volunteer Program, Personnel Security Program, DEIA Program, and Performance and Recognition Program. Where applicable, serves as Housing Manager and acts in the capacity of Landlord with oversight on government leased or owned housing located in remote areas. Responsible for calculating rent and establishing terms and conditions for required lease agreements.
Ensures the Region's actions related to hiring, discipline, and promotion of employees are conducted in accord with established Equal Employment Opportunity (EEO) and Affirmative Action guidelines and National Weather Service Employees Organization (NWSEO) agreements. Ensures the Region's application of time and attendance program, practices, and procedures are according to Office of Personal Management (OPM), Department of Commerce, NOAA, and NWSEO policy and agreements. Serves as or directly supervises their respective region's Property Accountability Officer, ensuring effective administration and maintenance of a property accountability and control system.
Monitoring and analyzing program costs to evaluate adequacy of currently allocated funding and budget estimates and to develop recommendations for timely alternative actions. Providing overall leadership to the Region on human resources, EEO and Affirmative Action as well as advising the Regional Director on administrative and executive matters. Developing comprehensive decision-making and program status information for major regional and national program reviews and meetings with senior management officials.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-14:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the (GS-13) in the Federal service. Specialized experience MUST include all of the following:
Performing a variety of administrative functions in areas such as financial management, employee relations, and performance analysis;
Contributing to the development of short- and long- range plans to meet the goals of an organization;
Coordinating a variety of administrative programs.
