This position is open to only current SBA employees with permanent status. You will serve as an Administrative Officer for the Small Business Administration (SBA), Office of Capital Access (OCA), Processing and Disbursement Center - PDC in Fort Worth, Texas. This position provides oversight of the Administration department.

Duties

As a Administrative Officer at the GS-0341-14, some of your typical work assignments may include: Plan, coordinate, and execute administrative functions, facilities management, inventory management, records management, mail distribution and telecommunications services. Perform random, periodic audits of major administrative functions to ensure compliance with agency guidelines. Plan, prepare, justify, execute, and report on the budget. Plan, distribute, coordinate, monitor, and evaluate work assignments of the department staff. Establish and utilize principles, methods, internal controls, and tools necessary to ensure effective quality assurance of all administrative and associated functions. IMPORTANT NOTES: THIS POSITION IS REQUIRED TO REPORT TO THE PDC OFFICE LOCATED AT 14925 KINGSPORT ROAD, FORT WORTH, TX 76155. If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities. A valid driver's license may be required. This position is not included in a bargaining unit. The PDC Ft. Worth, TX location is conveniently located near the Dallas-Fort Worth International Airport and DART/TRE Station. In addition, employees are eligible to apply for transportation subsidy to utilize the local DART/TRE bus/rail transit system. In order to respond quickly and efficiently to disaster survivors, overtime hours may be required.

Requirements

  • U.S. citizenship is required.
  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • You may be required to complete a one-year probationary period.
  • You must meet time-in-grade requirements by the closing date, if applicable.
  • A one-year supervisory/managerial probationary period may be required.
  • This position is not included in a bargaining unit.
  • Credit score below 500 may negatively impact consideration in the hiring process.

Qualifications

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy). Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. You must meet all qualification requirements by the closing date of this announcement. Time-In-Grade Requirement: GS-14: Must have held grade GS-13 for 52 weeks Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: *Managing/overseeing a wide variety of administrative support functions for an organization or office, such as budget, procurement, time and attendance, property accountability, records management, and facilities management; *Collaborating with internal and external stakeholders in the procurement of goods and/or services to accomplish program goals; *Interpreting and applying Federal Acquisition Regulations (FAR) and Federal Travel Regulations (FTR); AND *Supervising or leading administrative projects and/or the day-to-day operations of an administrative staff.
