Duties

MAJOR DUTIES: This position serves as a Supervisory Recreation Fee Technician (Fee Manager) (GS-0501-12) at Acadia National Park. The encumbent will analyze and evaluate changes in Recreation Fee Program operations and their effect on overall program objectives, priorities, and milestones across multiple distinct fee operations as well as develop complex short- and long-term planning documents for fee program planning purposes. They will develop, present, and collaborate on fee collection and fee project management training that spans multiple distinct fee operations. They will provide advisory services and leadership to internal (e.g., staff, management) and external (e.g., commercial businesses and operators, academic institutions, public municipalities) organizations regarding novel, undeveloped, or controversial matters affecting the management of fee revenue and/or donations collected for various fee types and authorities (e.g., entrance, expanded amenity, special recreation permit, special interpretive/living history, special use permit, franchise, commercial use authorization, and/or transportation). Advise park managers and supervisors on effective position management, organizational structure, and best business practices for their local fee programs. Analyze and evaluate risk across distinct fee operations and identify trends and patterns in the management of risk. Develop new policies, protocols, and procedures to reduce risk and improve internal controls at the park level. Analyze, evaluate, and formulate financial data for various fee budget planning purposes and conduct both short-and long-range budget analyses (e.g., cost-benefit analysis) and forecasts. Interpret the impact of, and planning for, multi-year financial/budgetary and program changes. Determine whether fee program funds are being used correctly and in accordance with planned budgets and provide oversight and technical direction over the development, implementation, and operational management of Interagency pass programs, automated fee collection (e.g., point of sale systems), and/or public reservation systems and applications. Determine the necessity of changes needed to improve automated fee collection and/or public reservation system processes and procedures. AREA INFORMATION: Acadia's main section of the park is located in Bar Harbor on Mount Desert Island and is 50 miles SE of Bangor. The Schoodic District of Acadia is located in Winter Harbor, is 65 miles SE of Bangor, and 50 miles from Acadia's National Park Headquarters in Bar Harbor. The region offers almost unlimited recreational opportunities year-round; while the local communities offer schools, grocery stores, health care facilities, banks and small businesses. Qualifications

All qualifications must be met by the closing date of this announcement-03/08/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing and overseeing a park-wide revenue and fee program and developing operating plans and procedures of a fee collection program, fee operation with variety of collection venues and methods such as entrance stations and campgrounds utilizing Point of Sale systems, remittance and deposit software and credit card payment processing technology to ensure accountability for remittances. Directly supervise a staff of permanent and seasonal revenue and fee revenue employees providing the full range of supervision to include directing staff, hiring, developing performance standards, providing performance evaluations, and approving leave. Collaborating with other divisions in the development of a comprehensive fee collection program. Developing and tracking annual operating budgets associated with fee collection including cost of collection funds. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
