Duties

This position serves as a Supervisory Recreation Fee Technician (Assistant Fee Manager) (GS-0501-11) at Acadia National Park. The incumbent will provide both administrative and technical supervision to a minimum of four subordinates on a regular, recurring, and continuous basis. The primary purpose of this position is to perform a variety of administrative (two-grade interval) duties that are associated with the management of fee revenue and donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA). As a supervisor, the incumbent spends at least 25% or more of the time supervising a minimum of four subordinates (employees, volunteers, and/or noncontractor personnel) that perform clerical and technical Recreation Fee Program work. The incumbent may also oversee subordinate lead and/or subordinate supervisory work at the GS-05 through GS-09 grade levels. The incumbent is a permanent position supervising other permanents or a combination of permanent and temporary positions. The incumbent of this position is a full performance GS-11 and may not be developmental. The incumbent performs assignments in accordance with all regulations governing the handling of government funds and separation of duties. The incumbent serves as a uniformed, front-line representative of the NPS. AREA INFORMATION: Acadia's main section of the park is located in Bar Harbor on Mount Desert Island and is 50 miles SE of Bangor. The Schoodic District of Acadia is located in Winter Harbor, is 65 miles SE of Bangor, and 50 miles from Acadia's National Park Headquarters in Bar Harbor. The region offers almost unlimited recreational opportunities year-round; while the local communities offer schools, grocery stores, health care facilities, banks and small businesses. Qualifications

All qualifications must be met by the closing date of this announcement-01/17/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. To qualify for this position at the GS-11 grade level, you must possess of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Managing pricing structures, marketing, earnings, accounting, spending and paying expenses associated with collection, program reporting, and profit/loss analysis; (2) analyze and evaluate changes in recreation fee program operations to include short- and long-term planning for fee programs; or (3) supervising a staff of subordinates related to a fee collection and visitor orientation program that involves providing resource orientation, disseminating information and resolving visitor complaints; collecting and accounting for fees, completing remittance reports for monies collected, conducting fee collection audits, and working with commercial service operations to ensure contract or permit compliance. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree; OR successfully completed at least three full years of progressively higher level graduate education leading to a such degree in a related field such as business administration, finance, accounting or other closely related subjects; OR LL.M., if related. You must include transcripts. -OR- COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of a COMBINATION of education and experience as described above. To combine education and experience the number of semester hours (or equivalent) earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
