The position is located in the Bureau of Labor Statistics, Office of Administration, Division of Administrative Services.
This position is outside the bargaining unit.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of Washington, D.C., you may be eligible for limited telework with approval from your supervisor, based on onsite duties and responsibilities, while the current headquarters is decommissioned and the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible to telework with approval from your supervisor, based on onsite duties and responsibilities, and if consistent with telework policies and mission needs of BLS.
Duties may include, but are not limited to the following:
Provides definitive recommendations on the application of BLS physical security policies, standards, and guidelines.
Partners with HR Employee Relations, the Office of Personnel Security Services, and local law enforcement.
Represents and advocates for BLS interests.
Designs, plans, and implements the physical security program.
Exercises considerable judgement in emergency situations; determines whether, and when, to activate emergency response protocols.
Develops and presents proposals for security investments.
Provides technical guidance and direction to the Bureau of Labor Statistics Security Team.
Serves as the subject matter expert on physical security evolving technology, industry standards, and best practices.
Requirements
- Must be at least 16 years old.

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.

Qualifications
You must meet the Specialized Experience to qualify for Security Officer, as described below.
For GS-14 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-0080-14 includes:
Reviewed and analyzed security regulations for impact and provided recommendations on the development of physical security, policies, standards, and guidelines. Managed a physical security program designed to safeguard personnel, prevent unauthorized access to equipment, facilities, materials, and documents, and to safeguard against sabotage, damage, and theft;
Served as the agency technical expert in physical security-related matters. Researched and provided advice and recommendations on physical security-related matters, providing technical guidance and assistance to management officials in all aspects of physical security. Interacted with law enforcement officials at various levels of government, and private industry, on matters of security and emergency planning;
Addressed issues related to workplace violence prevention and response. Exercised judgement in making recommendations on handling of sensitive security matters, including threats of physical violence or other harm to government personnel, property, and/or facilities;
Contributed to the development and maintenance of the site's Occupant Emergency Plan (OEP). making. Exercised judgement in emergency situations involving protection of life and property.
Administered the Homeland Security Presidential Directive 12 (HSPD-12) Program at the Agency level.
