You will serve as a Lead Financial Management Analyst in the Force Comptroller Division of Commander Naval Surface Forces, U.S. Pacific Fleet.

Duties

You will serve as the advisor to the COMNAVSURFPAC Budget Officer and component commands on all aspects of administrative funds control and fiscal policy for multiple Operations and Maintenance, Navy Budget Line Items. You will be responsible for maintaining policies as set forth in higher echelon directives and regulations and maintaining progressive programs designed to meet or exceed Navy policy. You will review and validate month-end obligation balances for current fiscal year, ensuring all Expense Limitations/Operating Budgets and reimbursable accounts are solvent prior to month-end close out. You will coordinate, review, and reconciles Operating Forces current fiscal year’s obligations with cognizant Supply Officers. You will identify compliance deficiencies and implement remediation and corrective action plans, recommend alternative methods of management of the organization’s budget processes and administrative operations. You will implement internal controls and provide advice on effective and efficient methods for improving budgeting practices that support the organization’s programs and activities. You will assist the supervisor in planning work, setting priorities, and scheduling work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will provide technical and administrative oversight, advice, and instruction on work methods and coach team in selecting and applying the appropriate problem-solving methods. You will research and apply qualitative and/or quantitative methods to identify, assess, and improve team effectiveness, efficiency, and output.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing financial information to provide guidance on budget execution.
