Duties
You will serve as Supervisory Financial Management Analyst in the Budget Division, Naval Special Warfare Command (NSWC), Echelon II on NAB Coronado.
You will review financial execution with focus on development of program phasing and spend plans, expenditure forecasting and reporting, limitations of special interest funding.
You will coordinate, prepare, review, and submit responses to United States Special Operations Command (USSOCOM), Office of Secretary of Defense (OSD), and Congressional Requests for Information (RFI) as needed to defend resources.
You will analyze DoD and United States Special Operations Command (USSOCOM) directives and policy, provide recommendations for compliance, and issue written guidance to the Force.
You will develop written financial policy for NSWC as required and identify policy and process deficiencies and provide solutions for Continuous Process Improvement (CPI) for force-wide operations.
You will evaluate resourcing impact and justification statements during Program Objective Memorandum (POM) process and provide alternative resourcing strategies.
You will compose white papers to inform stakeholders, management, and higher-level authorities of complex issues, prepares and conducts presentations.
Requirements

- This position may require some travel (up to 25%) away from the normal duty station or for technical coordination with other organizations.
- This is a Financial Management Level 3 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within the prescribed timeline.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and interpreting the impact of new legislation on the administrative expense portion of the annual budget; Coach/train analysts in the selection and application of appropriate problem-solving methods and Techniques.
