This position serves as the Associate Deputy State Director for the Division of Energy and Minerals within the Bureau of Land Management, California State Office, in Sacramento, CA. Information about the area can be found in the Additional Information section or at City of Sacramento.

Duties
Serves as the principal program assistant to the Deputy State Director for the Division of Energy and Minerals, oversees the Branch of Energy and Minerals within the Division.
Supervises personnel in the Division to include hiring, training, and motivating employees, hearing grievances and complaints; acting upon disciplinary action, consulting and approving training needs.
Assigns, tracks, and evaluates work for individuals and across the Division.
Coordinate workloads and conflicting directives with Deputy State Directors, District Managers, field offices, and other states or agencies.
Provides statewide leadership for mineral and related resource programs under the administration of the BLM in California and Northwestern Nevada.
Plans, directs, and/or executes major professional, scientific, technical, administrative, fiscal, or other specialized programs.
Ensures the monitoring of the budget process and accomplishments for the Branch programs and advises the DSD, District, or Field Office staff when budgets and accomplishments appear to be out-of-line with assigned targets.
Assists District and Field Office Managers in evaluating the technical proficiency of their energy, minerals, and hazmat, program performance.

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

- May require a one year probationary period or two year trial period depending on appointment type.
Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Determining program goals, resource needs, developing work plans, allocating resources, and accounting for their effective use within an energy or minerals program. Experience administering Oil and Gas Lease Sales. Completion of State Director Review (SDR) for surface management under the General Mining Law and/or in oil and gas programs. Experience in administering two or more of the following program areas: Mining Law Administration, Non-Energy Solid Minerals including Solid Leasable Minerals and Mineral Materials, Oil and Gas, Geothermal, Abandoned Mine Lands, or Hazardous Materials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work is sedentary in nature with no special physical demands. However, work may require site visits that may involve driving and moving about various work sites.
Work Environment: Work is performed in an office setting but may involve overnight travel for training, meetings, conferences, or site visits. Work sites may include construction, laboratory, and industrial sites that may require the use of personal protective equipment and additional safety precautions.
