Duties
Executive at South Pacific Division, with primacy over a 5 state geographic area, as well as partial responsibilities for 5 additional states. The PD has oversight and direct accountability for delivering military installation products and services, civil works water resources management, and interagency support programs to include flood risk management, navigation, recreation, environmental support, ecosystem restoration, and regulatory permitting under the Clean Water Act. Under broad authority from the Commanding General, the Programs Director is steward for executive direction and management through four regional USACE Districts delivering $11.5 billion in capital investments. This position drives delivery of $4B in projects to support military personnel on 13 Army installations, 13 Air Force Bases, and 6 Reserve/National Guard facilities as well as supporting 820 recruiting centers for over 4,000 DOD personnel. This position exercises management authority and delivery accountability for 15.3 million acre-feet of flood storage, more than 6,300 miles of USACE and local flood protection structures, and over 3.5 million acre-feet per year of municipal and industrial (M&I) and irrigation water supply as well as providing critical maintenance dredging of 27 Federal Ports & Harbors, including 5 National Strategic Ports and 429 miles of federal navigation channel: #1 in value shipped and #3 in US tonnage. This position also assures public access to 183 recreation areas at 34 projects annually, hosting 19.6 million visits. The economic benefits to the recreation program produce $683M in visitors' spending and 4,900 jobs within 30 miles of projects. Value of this entire program is over $6B. Civil Works requires frequent interaction with senior Congressional Staff as well as senior Members on the House and Senate Appropriations and Authorizing Committees.

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. *** TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
TQ 1: The knowledge of, and experience in, the management of a large, complex, and diverse organization requiring executive level leadership skills.
TQ 2:Ability to manage the overall direction, program management and execution of the Division's Civil Works (Coastal Storm Damage Reduction, upland Flood Risk Management, Navigation and Aquatic Ecosystem Restoration) and Military Construction Programs (MILCON, SRM, HTRW remediation, real estate) at distributed locations.
