This position is located in the Office of U.S. Foreign Assistance Resources (F), Office of Resources and Appropriations. F is charged with leading the coordination of U.S. foreign assistance. As Team Leader, you will be responsible for coordinating the work of junior budget analysts, developing procedures for various stages in the budget formulation process.
Duties
Develops and disseminates budget formulation guidelines for efficient budget requests; provides staff support for programs and budget formulation review process, ensures major policy issues are addressed; coordinates the budget formulation process.
Oversees the development of the Foreign Operations Congressional Budget Justification. Ensures that the budget formulation database is updated to reflect data requirements throughout the budget cycle.
Articulates/communicates to the team assignments, projects, problem-solving, actionable events, milestones, issues under review, deadlines and time-frames for completion. Identifies, distributes, and balances workload and tasks among team members.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading and administering the budget formulation process.
Experience interpreting laws and regulations that affect the budgetary process.
Experience managing the formulation, justification, presentation, and execution of a federally funded inter agency program.
Experience developing, maintaining, implementing, and advising on U.S. foreign policy, standards or guidelines.
There is no substitute of education for specialized experience for the GS-15 position.
