The John D. Dingell VA Medical Center is recruiting for a Program Analyst. The Program Analyst will function in Primary Care Service.

Duties

Data Capture and Coordination 50% Collect/process, and coordinate all decisions associated with DSS activities within the Service. Meet with various Medicine Section Chiefs, and staff within the Service to strategize and apply a problem-solving approach to distribution and labor mapping. Determine how all Account Level Budget Cost Centers codes are mapped to Direct Patient Care, Indirect Patient Care, Education, Resident Teaching, and Research. Analytically evaluate each section to ensure that Medicine Service is appropriately capturing workload productivity in an effort to support facility reimbursement as it related to VERA funding and third-party reimbursement for the health care system. Assists with Ongoing Professional Practice Evaluation/Focused Professional Practice Evaluation (OPPE/FPPE) data gathering and reports. Manages the OPPE/FPPE folders for the physician, PAs, and NPs assigned to Primary Care Service. Assist with obtaining the necessary workload and other items as directed by the AO and/or AOCS for Primary Care as it relates to the streamline the completion of OPPE/FPPE as directed by Credentialing Office, VISN 10, and/or VACO. Work with Primary Care Service providers to ensure accurate and complete workload capture. Running Encounter Action Required (EAR) reports, analysis, and developing actions with each section, to include reports and/or resolutions. Ensure that reports are ran to monitor unsigned/un-cosigned notes, view alerts, and other reports as directed Identify necessary changes in cost distribution as it related to RVU's and will determine the appropriate corrections as necessary. Routinely review labor and supply mapping with staff and review product costing in order to ensure accuracy. Coordinate the completion of annual Physician Service Agreements as well as Agreements for incoming staff physicians Manages of Part-time physicians and the annual review of part time physician paperwork. Assist with the Physician Productivity Report Analysis/audits for areas below the 25% or above 75%, works with the ACOS and/or the AO in developing action plans as needed Physician/Staff Coordination 15% Assist in the coordination of hiring Primary Care Physicians, PAs, NPs, Title and Hybrid Title 38, and other positions. Fee Basis paperwork, recruitment, retention, credentialing and privileging, and other required/necessary paperwork as needed Works with HR to facilitate the onboarding of new staff members to include proper computer accesses, workspace assignment, and developing clinically grids Assist Primary Care Service personnel to ensure they are meeting the many measures throughout the facility, including but not limited to, education, new employee account generation, person class and reactivation of deactivated accounts as appropriate. Provides assistance to Primary Care Service employees on computer issues such as requesting repairs, software changes, copiers, and printers. Primary Personal Identification Verification sponsor Purchasing & Equipment Inventory Management Coordination 15% Assist the Primary Care Service AO in all matters pertaining to the periodic equipment inventory process. Works with Logistics and Bio Service Engineering staff to locate, track, and appropriately disposition all equipment listed in the Service EIL's Function as a Control Point Clerk and initiate 2237s. Assist with the preparation of various documents as it relates to the purchase of equipment and/or services. Understanding of all Primary Care Service fund control points and ensuring expenditures of funds conform to budget plans without marked deviations. Exercises independent judgment when changing data relevant to resource utilization and staffing standards Works with the ACOS Primary Care Service and the AO to work towards process improvements Actively participates on relevant process improvement teams to include EIL processes, MAXIMO, and contracting. Timekeeper 20% Monitors and reports Time and Attendance of all Service personnel. Maintains time and attendance for commonly used pay plans and types of leave, including special pay situations. Reviews time and attendance reports for completion and necessary documentation such as Primary Care Service certificates and jury summons. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To verify your eligibility, you must submit supporting documentation such as a Reduction in Force (RIF) separation notice or a Proposed Removal/Separation notice to include your latest performance rating (if the notice does not have this information included, you must submit a copy of your most recent performance appraisal) and a copy of your latest Notification of Personnel Action, Standard Form 50. You may qualify based on your experience and/or education as described below: Program Analyst - GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses varied functions of multiple office automation software to produce a wide range of documents, formats, etc. Performs other clerical and administrative work in support of the office/organization. Receives telephone calls and greets visitors referring to the appropriate staff. Uses a variety of automated systems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education (education beyond that of a bachelors degree). (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of equivalent experience, utilizing education that is beyond that of an associate's degree .(Resume must reflect the experience listed & Transcripts must be submitted) Program Analyst - GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses word processing software to create, copy, edit, store, retrieve, and print forms, memos, and letters and lengthy reports; uses existing database or spreadsheet software to create, enter, revise, sort or calculate, and retrieve data for reports; Assists management with budgetary analysis, space planning, purchase/replacement of equipment supplies, staffing, policies, continuing education, and accreditation requirements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a combination of experience and education that total 1 year of equivalent experience, utilizing education that is beyond that of a bachelor's degree. (Resume must reflect the experience listed & Transcripts must be submitted) You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
