Duties
The primary purpose of this position is: Serves as an Air Force (AF) MISO Staff Officer within the Information Operations (IO) Branch, Deputy Chief of Staff (DCS) for Operations (AF/A3). Serves as the focal point for liaisons with Department of Defense (DoD), Joint Staff, Headquarters Air Force (HAF), Major Commands (MAJCOMs)/Field Operating Agencies (FOAs)/Direct Reporting Units (DRUs) for IO issues.
Responsible for the planning and direction of the complete range of AF MISO.
Develops strategy, goals, objectives and provides direction to assist the AF commanders and their staffs in developing MISO, IO, OIE, and influence strategies impacting planning, program development and assessments to enhance the effectiveness of AF missions, operations, activities, and investments
Actively participates in strategic planning to improve program direction and focus using planning tools and techniques.
Represents the AF in a variety of Joint, OSD, foreign and non-government organization exchanges requiring coordination and program execution.

- May be required to travel by military or commercial air to conferences, meetings, or other functions.
- On rare occasions, position may require some overtime and work on holidays and weekends.
- Position may require on-call support after normal duty hours.

- Prior MISO or IO experience strongly desired.
- Member must complete of DoD-approved MISO and IO courses, if not already accomplished.
- Bachelor's degree plus some master's degree work required (any discipline) (BA/BS+) highly desired
- This is a Centrally Managed position in the Operations career field.
Qualifications
This position is designated as a Testing Designated Position (TDP) under the AF Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the AF, national security and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes; Mastery knowledge of doctrinal and operational concepts for IO to include MISO, OIE, IW, OPSEC and Deception. Mastery knowledge of advanced management and organizational principles and practices for operational concepts for IO with emphasis on MISO, IO, Influence and OPSEC; and knowledge of planning, programming and budgeting regulations, guidelines, and processes; knowledge of DoD and AF planning, acquisition and management processes to provide advisory support to long-range AF war, mobilization, exercise, deployment and similar operations planning efforts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of AF program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating the effectiveness of planning actions as it relates to MISO, IO, Influence, OPSEC and Deception activities. Knowledge of the mission, roles, functions, organizational structures and operation of DoD and AF organizations to provide collateral level staff guidance and the relationship of the various AF entities involved in the overall planning and execution of MISO, IO, OPSEC and Influence activities. Knowledge of the laws, functions, concepts, principles, policies, and procedures pertaining to MISO, IO, Influence and OPSEC.
Ability to negotiate complex issues and maintain good working relations. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Knowledge of the Planning, Programming and Budgeting and Execution (PPBE) process linked to AF Corporate structure planning methodology. Knowledge of the relationship of the various AF entities involved in the overall planning and execution of MISO, IO and OPSEC.
Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to develop recommendations in developing MISO capabilities, new hypotheses and theories and threat assessments. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage capabilities in support of MISO, Influence and OPSEC strategy and policy.
Skill and ability to speak and write effectively, prepare highly complex, sensitive issues and statements for senior military, government, and private sector management officials. Ability to give briefings, chair meetings, lead task forces and prepare reports for General Officer (GO)/Senior Executive Service (SES)-level is a must.
Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data and make decisions, estimates and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
