The Office of Training and Career Development reviews and develops new or proposed employee training and development policies, procedures, and guidelines that impact the agency practices, and serves as the agency technical authority with respect to policy and regulatory impact upon the agency training programs.
Duties
The incumbent develops learning and development assessment content to identify organizational, division, and individual employee performance and knowledge gaps.
Develops total course content (classroom, e-learning, and virtual) to meet defined course objectives for courses in a broad specialty area, a subject-matter field, or a cluster of courses. Participates in planning and developing or evaluating and revising the curriculum for a training program or an academic department.
Serves as an instructor, trainer, or facilitator in a variety of course topics in support of organizational change, needs, or goals. Coaches Subject Matter Experts and adjunct facilitators on learning facilitation and training delivery.
Evaluates curricula for agency-wide employee training and development programs. Provides highly specialized external evaluation, statistical data, and/or course revision recommendations for review and use.
Reviews the Training and Career Development Center's operating plan and budget. Provides advice and consultation to management on how best to utilize funds to meet Agency needs. Coordinates and tracks appropriate and timely spending of Agency travel/training/development funds.
Determines the need for and generates surveys and studies. Directs and coordinates the gathering of data. Translates results into outputs that are usable for identification of agency performance improvement.
Serves as a Contracting Officer's Representative (COR), to procure training and provide guidance and advice on statements of work being developed for contractor-provided training.
Requirements

- Time-in-grade requirements must be met within 30 calendar day of the closing date of this announcement
- This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).
Qualifications
Time-in-Grade Requirement for Current and Former Federal Employees: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be eligible for the GS-12 position, applicants must have served 52 weeks as a GS-11 or higher in the Federal Service. To be eligible for the GS-13 position, applicants must have served 52 weeks as a GS-12 or higher in the Federal service.
TO BE QUALIFIED: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade in the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience for each grade level is described as follows:
GS-12 QUALIFICATIONS
One year of specialized experience equivalent to the GS-11 grade level (or equivalent in other pay scales) in the Federal service that demonstrates your ability to assist in assessing learning and development needs at the Agency, division, and individual employee levels; identifying the best learning and development approach to address assessment results; design, develop, implement, and evaluate training (in-person, virtual, and online) using training industry standards and best practices; track training budget funds; act as a Contracting Officer's Representative (COR) for training contracts; utilize technology to enhance learning and development activities; and write training policy and procedure.
GS-13 QUALIFICATIONS
One year of specialized experience equivalent to the GS-12 grade level (or equivalent in other pay scales) in the Federal service that demonstrates your ability to independently manage the assessment of learning and development needs at the Agency, division, and individual employee levels; identifying the best learning and development approach to address assessment results; design, develop, implement, and evaluate training (in-person, virtual, and online) using training industry standards and best practices; track training budget funds; act as a Contracting Officer's Representative (COR) for training contracts; utilize technology to enhance learning and development activities; and write training policy and procedure.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not substitutable for specialized experience at this grade level.
