Duties

Serves as a Network/Customer Support Specialist to the Enterprise Infrastructure Services (J64), Enterprise Service Delivery Indo-Pacific (ESD Indo-Pac) with responsibility for providing support to the end user community theater wide. Provides monitoring and managing network performance and administering network switches, Wide Area Network (WAN) Optimization devices, wireless Radio Frequency (RF) devices, SATCOM equipment, and Voice Over Internet Protocol (VOIP) systems. Serves as a technical specialist responsible for monitoring, operations, management, troubleshooting, and problem resolution of all components comprising the Enterprise Telecommunications Network (ETN). Works with Tier I, Tier II and Tier III IT personnel and network specialists at other DLA sites to isolate problems and recommend solutions for both the short and long term Acts as the technical advisor in establishing the requirements of a project and the resources required to complete the project. Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards for assigned infrastructure projects. Develops project plans, cost benefits analyses, project budgets and other supporting project documents. Coordinates and manages project teams composed of organic and/or contractor technical staff. Analyzes customer requirements and advocates on their behalf.

Qualifications

To qualify for an IT Specialist (NETWORK/CUSTSPT), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut- off/closing date of the announcement. Creditable specialized experience includes: Develops technical specifications for Agency-wide procurement of network hardware and software. Coordinates efforts in isolating, analyzing, identifying and resolving difficult network operations problems. Provides technical guidance, analysis, advice, and assistance on a wide range of complex problems encountered in the conception, design, development, testing, and implementation of network solutions incorporating diverse device requirements, accommodating various protocols, and providing network interconnections among various wide area networks. Manages one or more simultaneous projects that include elements of the Enterprise Infrastructure, Information Assurance, Information Technology Solutions and Technology Management areas. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
