Duties

The primary purpose of this position is: To serve as CRAF Transportation Specialist, DOD Commercial Airlift Division, at Headquarters Air Mobility Command (HQ AMC/A3B), responsible for the current and future viability of the $1.6 billion CRAF program by ensuring commercial airlift capacity of participating commercial carriers meets peacetime, wartime, and contingency requirements. Serves as a DOD and command expert and functional manager for the Civil Reserve Air Fleet (CRAF) Program. Develops, formulates, and implements new or revised concepts, policies, procedures, guidelines, and/or plans for securing airlift resources of U.S. civil air carriers to support DOD airlift requirements. Exhibits and applies mastery level knowledge of CRAF program. Informs DOD, government, and industry leaders, while overseeing CRAF activation process as AMC's Air Force Forces (AFFOR) CRAF subject matter expert. Develops current and future operational and strategic concepts related to the CRAF program and the DOD. Advises leadership on the full spectrum of personnel and program security matters across the division, and commercial aviation enterprise. Manages local security program and Government Furnished Equipment (GFE) systems program.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Expert knowledge of the DOD mission, AMC organization, and applicable processes related to the CRAF program throughout AMC and USTRANSCOM. Requires an up-to-date comprehensive working knowledge of DOD and commercial transportation regulations, FAA and DOD aircraft loading and load planning procedures, and FAA and NGA flight planning publications and guidelines, to develop program requirements; knowledge of the strategic vision, major issues, program goals and objectives, work processes and administrative operations of organization; expert knowledge of pertinent laws, regulations, policies, and precedents including the National Airlift Policy (NAP), National Defense Authorization Act (NDAA), 10 USC 2640, 32 CFR 861, Defense Travel Regulation (DTR) or others which affect the use of program and related support resources in the area studied. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of a wide range of air transportation policies, concepts, principles, and practices to plan, identify, analyze, and resolve air transportation issues applicable under peacetime and wartime conditions. Knowledge of a wide range of quantitative analyses of data associated with the DOD commercial airlift procurement and safety oversight processes. Knowledge of DOD and Air Force commercial airlift operations policies, procedures, and programs as they relate to command goals and objectives. Ability to evaluate the effectiveness of planning actions related to projected and actual events. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD, Air Force, and commercial air industry organizations to provide command level staff guidance to the various command entities involved in commercial airlift planning and execution of military operations. Ability to plan, organize, and execute the functions of the CRAF branch with limited or no guidance or supervision from superiors. Ability to communicate effectively both orally and in writing, clearly, concisely, and with technical authority to senior leaders in the DOD, government, and commercial aviation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
