This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Inclusive Growth, Partnership, and Innovation, Private-Sector Engagement (PSE) Hub, at the U.S. Agency for International Development (USAID).
Duties
Supervises staff performing work at GS14/FS2 level and below. Provides administrative and technical supervision for accomplishing the work of unit (program implementation, contract management, compliance, budget execution, personnel, and operations).
Leads staff hiring by liaising with Human Capital and Talent Management (HCTM), performance management, space planning, strategy implementation, and other related duties. Develop staffing policies and guidance.

Supervises budget and program lifecycle, such as appropriations, allotments, allocations, allowance of funds, resource requests, operational plans, congressional notifications, annual budget, reprogrammed funds, and federal earmarks.
Provides guidance on development processes and monitors programs for conformity with policy and program guidance. Advises senior management on program, policy development, budget allocation, contract management, project implementation and evaluation.
Requirements

Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:a) Performing administrative or human resource management functions for preparation of near and long-term staffing planning in support of objectives and related work; b) Managing a budget process to include reporting on the current year budget, and planning for future funding needs; c) Managing operational and administrative processes to include staff hiring, performance management, or space planning; AND d) Developing policy and program guidance in coordination with other offices, bureaus, and United States Government (USG) agencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
