The Chief Content Officer is located in the Office of Cuba Broadcasting (OCB) and reports to the OCB Director. Incumbent provides expert advice to OCB Director and other agency officials on radio, TV and digital programming and distribution, online news services, and social media. The Chief Content Officer oversees the preparation and distribution of content on all OCB platforms and requires a thorough knowledge of Cuba, its people, history, culture, politics, economics, and current events.
Duties
As the Chief Content Officer, you will be responsible for duties to include, but are not limited to:
Plans, organizes, and manages preparation and distribution of all programming to Cuba.
Envisions a new "digital first," environment for Radio/TV Marti; generates and pushes content across a dynamic multi-media environment to ensure that audiences are served in all accessible platforms.
Provides direction, advice, and guidance to subordinate personnel on policy implementation and program strategy.
Responsible for overall quality and content of OCB's programming, ensuring adherence to agency Journalistic Code and Best Practice's Guide.
Recommends changes or improvements to broadcast policies and plans designed to enhance programming and increase audience reach and engagement.
Develops processes and practices to improve productivity and efficiency; evaluate balance among various programs; analyzes and resolve problems relating to programming emphasis.
Exercises high degree of creativity in designing new methods, techniques, and approaches to resolve unique problems.
Serves as the arbiter of best practices in coverage, content, and style.
Participates in strategic planning and resource management:
Oversees resource management controls and financial execution of the programming budget.
Participates in meetings to review policy guidance and discuss mutual problems regarding day-to-day and long-range broadcasting activities, plans, and goals.
Provides leadership. with OCB Director and Deputy Director in developing new media initiatives to expand OCB audience.
Develops and presents short/ long term milestones, goals and objectives and how such goals will be accomplished.
Convenes regular administrative and management meetings; coordinates programming activities and ensures interoffice communication, coordination, and cooperation.
Directs the planning, resource allocation, and managerial oversight necessary to maintain efficient generation of OCB content for all platforms.
Supervises a workforce of broadcasters, journalists, producers, directors, editors, and other production and production support personnel through subordinate managers, supervisors, and others in team leadership roles:
Recruits, selects, and on-boards staff and contractors; recommends selection for subordinate supervisors and other senior staff; and serves as selecting official for nonsupervisory subordinates.
Plans and assigns work and provides guidance to staff; delegates authority; reviews work for effectiveness; and manages or oversees management of relevant contracts.
Evaluates subordinate supervisors and serves as reviewing official on evaluations of other supervisory and nonsupervisory employees rated by subordinate supervisors.
Assures reasonable equity of performance standards and rating techniques developed by
subordinates and assures comparable equity in the assessment by subordinates of the adequacy of contractor capabilities and contractor completed work.
Takes steps to develop a diverse, representative workforce in accordance with USAGM standards and other measures as appropriate and to comply with Equal Employment
Opportunity laws and policies, and OPM Merit System principles and practices.
Implements applicable aspects of the Agency Human Capital and Succession Plan.
Makes decisions on work problems presented by subordinate supervisors, team leaders, other managerial personnel and contractors.
In concert with the Office of Human Resources, responsible for implementing the USAGM and OCB labor-management relations policies and employee relations policies, including hearing and resolving group grievances, serious employee complaints, and other employee-management disputes; deciding and recommending discipline and adverse actions; dealing effectively with union stewards or officials; and providing confidential advice to, and acting in a confidential capacity to, the OCB Director.
Reviews and approves serious disciplinary actions involving subordinates.
Identifies training needs for subordinates and provides or arranges for necessary training.
Oversees determinations of whether contractor performed work meets standards of adequacy necessary for authorization of payment.
Approves expenses, such as within-grade increases, overtime, and employee travel.
Recommends and/or approves awards or bonuses and changes in position classification subject to approval by higher-level officials.
Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices.

Requirements
- You must be a U.S Citizen or U.S. National.
- This is a national security position. If selected, this position requires the completion of the SF-86.
- Suitability Determination: If selected, you will be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
- This position is not covered by a Union Agreement.
- This position has been designated supervisory requiring that the selectee serve on an initial appointment as a supervisor or manager serve a one-year probationary period.

- The full performance grade level for this position is GS-15.

Qualifications
Screen out factor #1: Applicant must be eligible for an Excepted Service appointment under Schedule B, 213.3228. This appointment authority requires that the selectee have extensive knowledge of Cuba, including its people, culture, history, politics, economics, and current events. Screen out factor #2: Applicant must have fluency in both English and Spanish languages that enables you to speak, read, write, report, edit, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration.
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience, which is clearly documented in the resume and application, and which demonstrates that the applicant possesses the knowledge, skills and abilities to successfully perform the duties of the position and includes all of the following:
Having experience as a broadcasting or journalist manager, executive, or equivalent leading and managing the activities of a substantial media organization and overseeing a professional journalistic and/or broadcasting staff, through subordinate managers and supervisors to support print, digital, and social media new reporting.
Having journalism and content creation experience that demonstrates a knowledge of Cuba its history, economics, culture, socio-political development, and the full range of journalistic skills to select materials, tone, and style that will be most appealing to this audience.
