This position is located in the U.S. Department of Labor (DOL), Office of Disability Employment Policy (ODEP), Division of Administrative Systems and Financial Services.

Duties
Major duties for the GS-13 at the full performance level:
Provides direct support to ODEP's components in planning, developing and carrying out a broad array of assignments in the areas of procurement and finance, budget development, program planning, and program evaluation.

Develops and prepares reports and analyses. Evaluate policies, procedures and regulations for applicability and compliance reports.
Interpret regulations, statutes, and policies related to procurement activities and appropriations law.
Uses automated acquisition management systems (AAMS) to generate, amend, modify, and track a variety of procurement actions such as micro purchases. Systems may include but are not limited to; Electronic Procurement System (EPS), Federal Procurement Data System (FPDS), New Core Financial Management System (NCFMS), FedBizOps, FedBid, and other procurement systems.
Supports the Senior Program Analyst responsible for the budget in the maintenance of procurement, financial, and related management and tracking systems for monitoring expenditures and ensuring internal financial controls.
Utilizes a variety of qualitative and/or quantitative methods for the improvement of management processes, systems and mission support programs, in order to also plan, develop, coordinate and defend programs, provide input for near, mid, and long range planning and acquisition.

Qualifications
You must meet the Specialized Experience to qualify for Program Analyst, GS-0343-13 as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-12 in the Federal Service.
Specialized experience is defined as experience
Preparing invoicing, payment terms, and basic fiscal procedures.
Working with federal acquisition regulations, contracting methods, and government procurement procedures.
Experience with Federal Acquisition Regulations (FAR) to plan, execute, and oversee program practices.
Experience working with various federal automated procurement systems.
Must possess a Federal Acquisition Certification FAC COR Level II or III certification or be able to attain it within the first 12 months of employment.
