Duties

As a Personnel Security Specialist you will be responsible for the following duties: Threat Case Operations & Analysis - Evaluate and analyze referrals, incident reports, records, CV hits, expedited screening hits, and federal background investigations for loyalty, terrorism, foreign threat, aggravated criminal, and/or insider threat risk indicators - Conduct advanced fusion, all-source and risk-based analysis to identify potential loyalty, allegiance, terrorist, aggravated criminal, insider threats and foreign threats to the federal workforce - Obtain requisite approvals and coordinate specialized operational and analytical support as needed on threat and high risk cases (e.g. outreach to force protection officials, psychological/medical professionals, cover and witness protection offices, senior privacy and legal officials, personnel security policy office, etc.) - Provide expert operational guidance, judgments, and technical expertise covering all elements of loyalty, allegiance, terrorist, aggravated criminal, foreign threat and/or insider threats matters relating to the Federal Personnel background investigation mission Threat Awareness Outreach & Training Support - Serve as a threat Subject Matter Expert and adjunct instructor supporting formal DCSA National Security Learning Center course offerings (e.g. Federal Background Investigator Training Program, Investigations Case Analyst Program) - Develop tailored, BI mission threat awareness outreach and awareness materials to increase DCSA BI Directorate staff members ability to recognize, resolve, report and refer potential threat issues within federal background investigations Liaison - Represent DCSA Personnel background investigations and vetting in national, DOD, and/or DCSA-level security, counterterrorism, counterintelligence, and insider threat working groups, forums, committees, and meetings Salaries by location: Boyers, Pa: $106,914 to $138,992 Ft. Meade, Md and Washington D.C: $ 117,962 to $153,354

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Administering U.S. Government personnel security programs, background Investigation, details specific to the operations of the organization and its support to national intelligence and national security. Interpreting, analyzing, and validating data and potential threat information from a wide variety of sources and methods. Specifically you will be evaluated on the following competencies: 1. Communications - Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals. 2. Operations Security - Analyze unclassified, sensitive, and critical information that could adversely affect the mission if revealed to those without a need to know. Advise on the protection of the unclassified, sensitive, and critical information. 3. Personnel Security - Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications. 4. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 5. Program Protection & Administration - Strategic development and implementation of policies, procedures, standards and methods to protect information, operations, or material from unauthorized misuse. 6. Risk Management - Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.

Substitution of education may not be used in lieu of specialized experience for this grade level.
