Duties

This job opportunity is located in the Fiscal Service Office, National Processing Center (NPC), Jeffersonville, Indiana. This position performs a variety of activities in budgeting, funds analysis and management, fiscal controls, records and reports, and cost analysis activities. This position is included in the bargaining unit at the grade 07 level. It is not included in the bargaining unit at the grades 09 and 11. The individual selected for this position will: Analyze the use and rate of expenditures of budgeted funds through continuing dialogue with branch chiefs and their staffs, review of written documents, and examination of accounting records. Prepare a variety of reports covering the status of funds, expenses, and obligations, as required by various management officials. Construct budget estimates and/or review estimates developed by others for compliance with allotment of funds. Review approved operating budgets to assure that funds are properly allocated and are in support of authorized management objectives. Prepare analyses and justifications for budget and/or sponsoring divisions requesting changes in allotments of funds available for the budget. Tour of Duty: Monday through Friday, hours between 7:30 a.m. and 5:00 p.m. Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Positions may include evening or weekend work, hours will vary.

Qualifications

Time-in-Grade: In addition to specialized experience, you must meet the time-in-grade requirement. Current and former Federal civilian employees must have held a position at the grade 05 for at least 52 weeks in the Federal Service for promotion to the grade 07; held a position at the grade 07 for at least 52 weeks in the Federal Service for promotion to the grade 09; and held a position at the grade 09 for at least 52 weeks in the Federal Service for promotion to the grade 11. Time-in-grade/band requirements must be met by the closing date of the announcement. Specialized Experience:You qualify at the grade 07 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 05 level to meet the qualification requirements in the Federal Service. Specialized experience consists of recording, compiling, consolidating, and assembling preliminary budgetary and funding data for estimates and justifications for review by the supervisor and/or experienced budget analysts. You qualify at the grade 09 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 07 level to meet the qualification requirements in the Federal Service. Specialized experience consists of compiling, consolidating, and assembling final budget estimates and justifications, and assisting in preparing reports related to budget status and adequacy of funds. You qualify at the grade 11 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 09 level to meet the qualification requirements in the Federal Service. Specialized experience includes developing and analyzing cost estimates, preparing and revising spending authority, preparing budget recommendations, projecting spending trends, and determining variances from established allocations. Education Substitution: The following education in an accredited college or university may be substituted for the required experience. Such education must demonstrate the knowledge, skills, and abilities to do the work. Equivalent combinations of successfully completed graduate education and experience may be used to meet the qualifications. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. Grade 07: 1 full year of graduate level education or superior academic achievement (S.A.A.). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.) - Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies. These honor societies are listed by the Association of College Honor Societies. Grade 09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Grade 11: Ph.D. or equivalent doctoral degree or successful completion of 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Employees on a permanent appointment who were hired through a Recruiting Bulletin, who have not served in their current appointment for at least 90 days, are not eligible to apply. However, if this vacancy is in the same line of work as your current position (same qualification requirements), and selection for this position would not result in a promotion action the 90 day waiting period does not apply. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
