This is a Term Appointment, initial appointment is not to exceed 13 months. Term Appointments may be extended up to a total of 4 years.
Duties
This job opportunity is located in the Fiscal Services Office, National Processing Center (NPC), Jeffersonville, Indiana. The incumbent of this position serves as Chief, Fiscal Services Office, and Budget Officer with responsibility for analyzing budget and financial policies and processes and advising management on the effectiveness of programs and operations as they relate to resources allocation. This position is not included in the bargaining unit.
The individual selected for this position will:
Direct a professional, highly technical, and complex administrative program that supports the implementation of time, cost, and financial management systems to provide timely and accurate payroll, budgetary, and financial information on the Census Bureau's major programs;
Oversee the distribution of over $400 million in approved funds across over 150 separate projects with up to 14 participating divisions;
Conduct detailed analyses of NPC fiscal spending plans in order to calculate the Program Division Overhead (PDO) rate, making certain the calculated PDO rate is within reasonable limits and recommend adjustments if necessary;
Direct and manage the development, implementation, and evaluation of financial systems that support budget formulation and execution, funds control, and performance reporting;

Tour of Duty: Monday through Friday, hours between 7:00 a.m. and 5:00 p.m. Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Other flexible work schedules (Maxiflex and Flex) are available. Positions may include evening or weekend work, hours will vary.
Qualifications
Specialized Experience:
You qualify at the 12 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 11 level to meet the qualification requirements in the Federal Service. Specialized experience includes experience in the management, administration, planning and implementation of resources and staffing, developing, and analyzing cost estimates, preparing and revising spending authority, preparing budget recommendations, projecting spending trends, and determining variances from established allocations.
You qualify at the 13 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 12 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as experience in the management, administration, planning and implementation of resources and staffing, and payroll processing for a large agency or organization as well as experience developing cost estimates, budget recommendations, projecting spending trends and maintaining a balanced budget for an entire agency or organization.
Education cannot be substituted at this grade level.
