The IT Security Specialist serves as an expert in Information Technology (IT) projects and advises management on major IT products and/or service issues. The IT Security Specialist is responsible for maintaining the confidentiality of the Office of Congressional Workplace Rights' (OCWR) information and proceedings as required by the Congressional Accountability Act (CAA) of 1995, the CAA Reform Act of 2018, and the OCWR's Procedural Rules.
Duties
The IT Security Specialist will be expected to provide tier one up to tier three technical support and perform the major duties listed below in a timely and competent manner, exercise sound judgment, work independently and cooperatively, communicate in a clear and courteous manner, and show a willingness to achieve and innovate.
This position is located in the Office of Congressional Workplace Rights-Office of the Executive Director.
Responsibilities
Provide tier 1 up to tier 3 technical support to end-users via phone, email, or in-person, addressing hardware, software, and network-related issues promptly, professionally with detailed follow up.
Serves as an integral part of the OCWR's IT professional staff and is able to troubleshoot and resolve technical problems reported by end-users, including diagnosing, and resolving hardware and software issues, performing system backups, and ensuring data integrity.
Organizes and manages every phase of a project. Ensuring projects are completed on time by coordinating resources and timetables with user departments and the data center IT teams. Develops project schedules and methods for measuring results.
Install, configure, and troubleshoot computer systems, software, printers, VoIP, cellular phones, video conferencing and peripheral devices.
Assist in the deployment and maintenance of network equipment, including switches, routers, and wireless access points.
Maintains security system documentation pertaining to physical security, application and data security, system software security, contingency planning, personnel clearance procedures, security education and training, and contractor security. Reviews and develops security policies, guidelines, and procedures for systems processing multiple applications, makes revisions in response to new requirements, and revises departmental user IT policies, as needed.
Document technical procedures, troubleshooting steps, and support activities in a clear and concise manner.
Performs a variety of IT support duties to ensure smooth delivery of technology services. Create and update user accounts, passwords, and permissions in accordance with established procedures and maintain IT asset inventory.
Maintains OCWR's effectiveness, quality service, and efficiency by defining, delivering, integrating, supporting, and establishing IT projects to support and adhere to OCWR's mission and organizational standards.
Provide end-user training and guidance to OCWR professional staff on technology-related topics and in the operation of computer hardware, software, and peripherals to achieve desired results.
Use computer equipment, software and diagnostic tools to do a broad range of customer assistance, equipment maintenance and repair.
Contribute to the development and maintenance of IT policies, procedures, and knowledge base articles. Stay up to date with emerging technologies and industry trends, proactively recommending improvements to enhance the overall IT infrastructure and user experience.
Exercises judgment and creativity in selecting and applying procedures correctly and determines when to refer problems to the IT Director or, if applicable, to the appropriate level of support.
Apply cyber security principles and participate in collecting and analyzing technical management data associated with IT and cyber security programs.
Enforce documentation of OCWR's IT systems, policies, and procedures and offers implementation strategies and policy recommendations based on industry best practices and governing directives.
Assists the IT Director by researching and conducting investigations of cyber events to include those that potentially violate statutory and regulatory requirements.
Prepares various reports, briefings, summaries, and progress reports pertaining to IT projects and cybersecurity issues. Plans and oversees the preparation and dissemination of project communications.
Assists the IT Director in annual budget planning and preparation and ensures program expenditures adhere to an approved budget. Accomplishes financial objectives by forecasting requirements, analyzing variances, and initiating corrective action.
Assists the IT Director with preparing and gathering data for the purpose of presenting to an audit team, performs spot assessments, defends compliance positions and/or creates plans and procedures designed to meet statutory and regulatory requirements.
Conducts content audits to identify redundant and/or duplicate information and brings these to the appropriate manager's attention.
Performs other duties as assigned, e.g., responding to trouble tickets, phone calls, e-mails, and in-person inquiries for technical support from staff, and assisting in installing and troubleshooting other office equipment as needed.
Qualifications
Practical knowledge of a wide range of technical, operational, and administrative methods; communication/organization principles and practices; and skill in applying this knowledge to difficult projects.
1-4 years of demonstrated IT experience using project management principles, methods, and tools.
Must have excellent oral and written communication skills and the ability to translate technical language to business language. Possess the ability to communicate IT issues with OCWR leadership.
Ability to identify problems, determine accuracy and relevance of information, use sound judgment and be resourceful to generate and evaluate alternatives and make recommendations.
Ability to provide excellent customer service while working with vendors, colleagues, and stakeholders.
Candidate must be a self-starter, strongly motivated, and be able to work independently.
Strong attention to detail is a must!
Education
Bachelor's Degree in relevant field. Related certifications with experience may be considered in lieu of a Bachelor's Degree.
