This position is assigned to Fleet and Family Readiness (FFR); Commander, Navy Installations Command (CNIC); Washington, D.C. Incumbent serves as the Program Director for the Sexual Assault Prevention and Response Program. The position is responsible for establishing, administering, and providing executive oversight of the sexual assault response workforce requirements and program policy that aligns with and contributes directly to the Department's mission and goals across the Navy.

Duties

Duties include but are not limited to: Plans, directs and coordinates the timely execution of SAPR program goals. Determines and revises long range plans, goals, and objectives of assigned program, activities, organizations, or functions directed. Serves as the principal advisor and consultant to the CNIC, DON, and DOD on SAPR policy, programs, processes, resourcing, and training. Performs analysis, evaluation, and advisory assignments related to the effectiveness of line programs and efficiency of the management of operating programs that provide response and support services to victims of sexual assault and aid in the prevention of sexual assault. Conducts detailed analysis of complex functions and work processes of programs for improvement in the effectiveness of line programs and efficiency of the management of operating programs and work operations. Coordinates multiple interests in the development and presentation of the Navy Program Objective Memorandum (POM) and associated resource planning documents. Counsels and advises Program Analysts on methods and procedures, management surveys, management reports, and control techniques. Advises organizational leadership on policies, programs and initiatives regarding the prevention of sexual assault and response services to victims. Executes policy, strategy, and guidance on sexual assault response and victim assistance. Oversees, integrates, implements, and monitors the sexual assault response workforce capability, readiness efforts, and career development within the framework of total force planning at the strategic, operational, and tactical levels. Administers and monitors the D-SAACP Program for compliance with the policy at the strategic, operational, and tactical levels. Collaborates and coordinates with victim assistance experts, policymakers, and other relevant response stakeholders within and outside the military. Manages the overall budget for the SAPR program and advise on resourcing and allocation requirements. Uses data collected by the Military Department, Military Service, or NGB-wide to guide program priorities and determine resource needs across the Service or organization. Identifies, obtains, and advocates for resourcing for the sexual assault response workforce within all command tier levels. Oversees the function of sexual assault response workforce personnel within their organization at the strategic, operational, and tactical levels. Reviews and approves SAPR training products for use with the full spectrum of audiences throughout the Service. Directs oversight activities for SAPR program to ensure compliance with DoD and other applicable policies and demonstrate that programs, processes, and procedures are working as intended. Communicates program evaluation results and key metrics to senior leadership, the military community, and other stakeholders through diverse communication channels. Oversees the work of subordinate supervisors. Provides administrative and technical supervision to subordinate staff, which consists of professional, technical, and administrative personnel through the GS-15 or NF equivalent level. Provides immediate supervisory technical oversight for up to eleven (11) subordinates. Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Qualifications

A qualified candidate possesses the following: A minimum of seven (7) years of specialized experience in managing a sexual assault victim assistance or advocacy program. Knowledge of operations, principles and practices applicable to planning and managing the Navy SAPR Program at headquarters, regions, shore installations and afloat. Knowledge of a range of administrative laws, policies, regulations and precedents applicable to the administration of the SAPR Program to oversee implementation and compliance. Knowledge of the legislation, regulations, funding, budget requirements, principals, policies, practices, procedures and terminology related to the DoD SAPR Program. Knowledge of advanced management and organizational functions, processes, principles, methods, and procedures used to gather, analyze, and evaluate information concerning management/program organizational operations. Knowledge of DoD policies, procedures, standards and responsibilities related to the planning, programming, budgeting and execution of enterprise-wide SAPR Program. This includes processes required to develop, evaluate, and defend budget proposals and programs to higher levels in DON, DoD and Congress. Knowledge of APF and NAF budget and financial management regulations, policies, processes and procedures. A thorough understanding of NAF business practices as they relate to organizational structures, competitive environments, strategic management, marketing principles, core competencies and performance measures. Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, agency programs and activities; agency mission, policies, and objectives; management principles and processes; and analytical and evaluative methods as it relates to the Navy wide SAPR Program. Knowledge of research methods, information retrieval, and data organization for analysis, decision making, and formulation of recommendations and policy. Knowledge of sexual assault services, current prevention and intervention skills, techniques, and theories. Knowledge of military community support programs. Knowledge of personnel management rules, regulations, policies, and procedures governing military personnel, federal civil service personnel, and non-appropriated fund personnel. Knowledge of personnel policy and practices to handle human resources requirements in a government environment (e.g., recruitment, performance management, evaluation). Knowledge of associated laws, regulations, and policies used by the Department of Defense (DoD), Department of the Navy (DON) and other U.S. government agencies to effectively manage individuals and teams in the workplace. Knowledge of techniques to mentor, motivate and coach subordinate employees and skill in leadership practices to develop a headquarters staff into a cohesive team committed to quality programs for customers in the field. Knowledge of CNIC's EEO policy and procedures. Skill in developing, organizing, and executing studies through team efforts, requiring consideration of a variety of internal and external, as well as conflicting factors. Skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues. Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions. Skill in developing, articulating and coordinating effective solutions to unique and or complex issues such as interpreting and integrating statutes, congressional language, executive orders, and DoD policies into Navy programming and planning. Skill in establishing long range, intermediate, and short-range plans. Ability to use a wide range of qualitative and quantitative methods for the assessment and improvement of the effectiveness of military personnel SAPR Program. Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs. Ability to work with military families. Ability to prepare and effectively deliver recommendations at management briefings. Ability to perform the full range of supervisory duties. Ability to communicate effectively both orally and in writing.
