THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a COMMAND PROGRAM SUPPORT SPECIALIST - Title 5, Position Description Number T5853000 and is part of the WI JFHQ, Wisconsin National Guard.
Duties
Provides executive level support in planning, formulating, coordinating and implementing ARNG programs within the Command Administrative Officer's areas of functional responsibility.
Administers the State Internal Control Program and monitors implementation and execution of other state level programs as assigned.
Ensures resolution of recurring problems through coordination with operating managers and staff officers. Acts as special project officer when designated as such by CAO or the Adjutant General.
Reviews, analyzes and coordinates, as necessary, on a variety of recurring surveys and reports accomplished by key staff members such as USP&FO Management Analysts (Analysis and Internal Reviews), Budget Analyst (Financial and Fund Status Reports), Program Analyst (Readiness Reports, Equipment Status and Unit Reports), and Mobility Planner (Mobilization Plans and Mobility Exercise Reports). Collects and researches background information, reviews applicable guidance, collaborates with higher headquarters, determines available management options, and presents alternative actions/solutions to the CAO to provide command level support to the Command Administrative Officer in managing or direct1ng various Army National Guard programs
Drafts supplemental regulations, policies, guidance, publications, and comprehensive reports which may include statistical data and evaluations.
Schedules and participates in internal management evaluations and inspections of ARNG units to ensure and maintain regulatory compliance with governing directives.

Qualifications
GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: To qualify for the GS-0301-11 level, applicant must have 36 months experience or at least 1 year experience at the next lower level. Must have experience with program management and developing process improvement. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in executive staff work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Experience with account management. Candidate has experience supporting executive level authority and responsibilities. Must be able to anticipate and know the needs of the executive staff with minimal guidance. Candidate has administrative experience to include naming conventions of documents, organizational management, updating and managing policy memorandums and regulations. Experience preparing written communications for internal and external stake holders i.e. congress, government officials and members of the public. Experience with Microsoft TEAMS and SharePoint is preferred but not necessary.
Education
If you are claiming solely Education as your experience then the below information is applicable:
GS-11 - 3 full years of progressively higher level graduate education leading to such a degree or 1 year equivalent to at least GS-9 (2 full years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree) or LL.M., if related to the position you are filling.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
You must provide transcripts. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify
or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
