This position is located in the Program Management Office of the Chief Administrative Office (N), Bonneville Power Administration (BPA). The purpose of this position is to serve as a senior analyst and project manager responsible for planning, organizing, conducting, and leading projects, studies, and other initiatives to determine and improve the efficiency, effectiveness, and productivity of BPA programs, systems, and processes.

  • Suitable for Federal employment, as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
  • May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification.
  • Project Management Professional Certification is preferred but not required.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: Experience 1) performing a full range of program and project management, for compliance and policy initiatives; 2) serve as a senior analyst responsible for planning, organizing, conducting, and leading projects, studies, and other initiatives; AND 3) provide advice, counsel, guidance, presentations or briefings to management, staff and senior executives on all aspects of assigned projects. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
