This position is assigned to the central Childcare Suitability Office (CSO); Commander, Navy Installations Command (CNIC). The incumbent serves as the Personnel Security Specialist responsible for supporting the processing of formal background check documentation for security/suitability determinations for individuals working with children to include the Child and Youth Programs (CYP) global community.

- Must be able to obtain and maintain a Top Secret clearance.

A qualified candidate possesses the following:
Two years or more of specialized experience with initiating, reviewing and submitting Background Investigation Questionnaires for Tier 1 investigations.
Knowledge of personnel security procedures to include processing security clearances, initiating background investigations, in-processing or out-briefing of personnel, and security internal reviews/assist visits/inspections.
Knowledge of a broad range of security program relationships, or significant expertise and depth in one of the highly specialized areas of security.
Ability to use state-of-the-art security equipment, systems (i.e. Department of Defense (DOD) Central Adjudication Tracking System (CATS), Joint Personnel Adjudication System (JPAS) and next generation systems, Electronic Questionnaires for Investigations Processing (eQIP), OPM NP2 Secure Portal etc.), and devices in planning and implementing protective methods and security procedures. These include: personnel access control systems; automated information systems; biometrics scanning devices; personnel control systems such as various visual and electronic badging systems; and other approaches that are designed for or applied to protecting personnel, equipment, facilities, information, processes, or signals.
Knowledge of DOD civilian personnel organizational structure and functional assignments in order to assess suitability for appointment to federal employment.
Ability to write routine letters, memoranda and simple narrative reports.
Skill in oral expression to explain processes and procedural matters.
Ability to obtain a high level of proficiency in agency computer systems including civilian timekeeping systems, automated fingerprint and security systems, regional personnel and safety databases, and non-appropriated systems accounting/personnel system (SAP).
Skill in the use of Microsoft Office software, primarily Excel, Word, PowerPoint and Outlook to input and maintain records, create reports and presentation materials, and communicate with employees with demonstrated proficiency.
Ability to make decisions, resolve problems or discrepancies based on knowledge of personnel processing rules, regulations and procedures. (Detailed knowledge of procedures and policies will be gained within the assignment.)
Ability to enter and maintain records in a major database of 200+ records such as personnel database, inventory or supply, timekeeping records, vendors, etc.
Ability to use a personal computer and peripheral equipment with demonstrated proficiency, such as printers and optical scanners.
Ability to adapt to new systems quickly.
Ability to communicate effectively, both orally and in writing, and possess strong interpersonal communication skills.
