Duties
Supervises directly or indirectly, through subordinate managers, a large workforce of full-time permanent employees and a fluctuating workforce.
Actively participates in establishing program goals and objectives. Determines work priorities consistent with long-range planning goals for the state office.
Performs workload analyses and establishes organization and staffing priorities in response to workload demands.
Directs the accomplishment of the approved operating budget, exercising appropriate control to assure program quantity and quality goals are met according to established standards.
Interprets Department of Interior (DOI) and BLM policy and directives as they affect state or regional programs.
Ensures a public awareness of BLM programs and coordinates them with key officials in affected federal agencies; state, county and local governments, private landowners; corporations; special interest groups; Congressional delegations; and others.
Serves as the principal staff advisor to the State Director and the State Leadership Team for all administrative and operational field support functions.
Oversees a large and diversified staff of professional and highly technical specialists carrying out those programs.
Ensures timely and high-quality services and field operations in support of customer service and resource program management, both now and into the future.

Qualifications
Specialized Experience:

You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: performing the full range of duties involved in the development and review of a variety of administrative functions and programs (e.g. Business Management (Procurement/Contracting), Site and Facility Support, Human Resource Management, Safety and Occupational Health, Information Technology, Technical Programs, etc); planning and directing significant administrative functions and programs and projects; identify strategic opportunities and resolve issues impacting a program; plans program of work, sets priorities, and/or sets policy to implement a variety of administrative workloads.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
