This position is located in the Executive Office of the President, Office of the National Cyber Director (ONCD). The incumbent serves within ONCD and assists with the oversight, review, and assessment of government cyber budgets and subsequent recommendations to departments and agencies in collaboration with the Office of Management and Budget. The incumbent is responsible for maintaining awareness and assisting in measuring the effectiveness of cyber-related programs across the U.S. Government.

Duties

As a Management and Program Analyst, GS-0343-12/13, your typical work assignments may include the following: Assists in planning, directing, and coordinating the development of ONCD reviews, recommendations, and commentary on U.S. Government department and agency cyber budgets. Advises and counsels other ONCD directorates and divisions in the development, oversight, and assessment of U.S. Government department and agency budgets, programs, and spending. Determines the best methods and procedures to use for collecting, analyzing, and presenting findings/recommendations on budgetary matters to management for decision-making. Collaborates with the OMB, House and Senate Appropriations Committees, U.S. Government department and agency budget offices, and other stakeholders to identify strategic priorities for programmatic investment, additional spending, and reprogramming. Coordinates with international, state, local, tribal, and territorial partners, and the private sector in advancing technology and cyber ecosystem issues and ensuring stakeholder views are accounted for in national policy and strategy priorities. Ensures that budgetary matters affecting cyber, cybersecurity, supply-chain and technology security, digital economy security, and cyber workforce of the United States are given early consideration for decision at the highest levels of government in negotiations with representatives of foreign governments through bilateral or multilateral contacts, and/or legislation or other actions directed by Congress. Participates in, and if called upon, organizes special interagency studies, analyses, and papers on budgetary matters, appropriations, performance evaluation, and other related matters of immediate concern to senior ONCD officials. Identifies, studies, and analyzes short- and long-range operating trends. Collects and analyzes data using a variety of tools, techniques, and methods. Identifies problems and issues that require further study or remedial action based on the results of various analyses. Develops plans that are designed to address negative trends affecting specific programs. Serves on inter- and intra-agency working groups that address budget program issues. Synthesizes the views of various executive branch agencies in order to develop comprehensive and coherent budgetary recommendations for consideration by senior ONCD and U.S. policymakers.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-12 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: (1) Providing advisory services to senior officials in the development, oversight, and assessment of budgets programs, projects, and spending; (2) Identifying short and long-term risks created from underfunded priorities or programs regarding the Federal budget and appropriations; and (3) Participating in organized special studies, analyses, papers on budgetary matters, appropriations, program performance evaluation, and other related matters. You may qualify at the GS-13 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: (1) Providing technical guidance and advisory services to senior management officials in the development, oversight, and assessment of budgets programs, projects, and spending; (2) Identifying short and long-term risks created from underfunded priorities or programs regarding the Federal budget, appropriations and provides recommendations; (3) Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of programs and budgets in meeting established goals and objectives in support of a strategy and/or implementation plan; and (4) Leading or participating in organized special studies, analyses, papers on budgetary matters, appropriations, performance evaluation, and other related matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
