This position is in the Office of Civil Rights and Equal Opportunity (OCREO). The incumbent serves as the Equity and Inclusion Manager. Under the leadership of the Chief Equity Officer (CEO), the Manager provides guidance and strategic management to implement the Equity and Engagement Program.
Duties
Coordinates internal and external resources for equity and engagement work to address the requirement of Civil Rights while advancing people and culture in the federal workforce.
Assess policies, practices, and decisions for their impact on the communities SSA serves to advance equitable outcomes.
Collaborates with the Chief Equity Officer and stakeholders to recommend action plans and provide feedback on work groups with an equitable and inclusive lens.
Represents the Chief Equity Officer as delegated, in meetings, work groups, or committees.
Develops and organize programs, training, and initiatives to integrate principles of inclusion and employee engagement practices throughout the agency that help build and engaged diverse, and inclusive workforce.
Provides expertise in the development of strategic programmatic activities and learning plans that build or strengthen growth mindsets and capacity of employees to increase equitable outcomes for internal and external stakeholders.
Supports the development and execution of agency strategic plans to achieve equity for employees and customers and creates standard operating procedures to enhance institutional equity and inclusion values agency-wide.
Defines and documents project scope, objectives, and desired outcomes; designs work plans and project requirements, provides project updates to stakeholders and ensure timely project delivery within scope.
Reviews and analyzes new or proposed policies, executive orders, procedures, and guidelines, and makes recommendations to leadership on the need for changes to existing policies that may impact the agency.
Identifies conflicts or deviations from acceptable or current policies and practices. Provides guidance to staff and leadership concerning the implementation of new program assignments.
Directs components in reporting on diversity, equity, inclusion, and accessibility goals; measures impact and recommends solutions to address achievement and outcome gaps.
Identifies and makes recommendations on how to remove potential barriers to equitable outcomes for the workforce and customers.
Leverages data and evidence from working groups and barrier analyses to inspect policies, procedures, and practices, and identify areas where action required to foster a culture shift that empowers people and culture.
Builds and promotes a data driven approach to proposed changed in policies, practices, and procedures that includes the use of key performance indicators and outcome measures to ensure effectiveness and accountability for progress.

Keeps abreast of the current trends, research, and development in the private and public sector and across various government agencies in diversity, equity, inclusion, accessibility (DEIA), and engagement.
Serves as first-line supervisor for a staff who range in grades from GS-12 to GS-13. Plans to overall workload distribution for the staff, assigning work and setting priorities.
Evaluates performance of subordinate employees and interviews candidates for staff positions, making recommendations for appointments, promotions, etc.
Advises and counsels subordinate and hears and resolves complaints. Identifies individual training and developmental needs and makes provisions for training and development.

To qualify for this GS-14 position, the applicant must have 52 weeks of specialized experience at, or equivalent to the Federal GS-13 level (or above), which is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include (1) to be detail-oriented, communicating both orally and in writing to an executive level audience; (2) be proficient applying concepts, principles, laws, regulations, and practices pertaining to advancing people and culture along with knowledge of Equity Executive Orders and EEOC regulations; (3) have experience leading a team while applying project management skills and coordination of administrative functions; (4) have skills utilizing automated systems for component actions, performing analytical studies to provide guidance; (5) be proficient conducting briefings and presentations to management officials; (6) have negotiation and problem solving skills.
