The incumbent serves in the Office of the Commissioner as Senior Advisor; provides an array of consultative services to the Commissioner in support of their role as the principal administrator charged with implementing the basic philosophy, goals, and objectives of the Commissioner of Social Security.
Duties
Furnishes authoritative advice or recommendations regarding comprehensive administrative or management programs and the effects of change on Agency processes; these issues usually cross-functional, organizational, program or disciplinary lines.
Participates in monitoring policy development and implementation activities; makes certain that the Commissioner's decisions are received and acknowledged by the SSA organization responsible for their execution.
Oversees the timely development of issues requiring the personal attention of the Commissioner; designs and implements procedures for proper coordination and development of issues and follows through on specific topics of concern to the Commissioner.
Facilitates communication between the Office of the Commissioner and Executive Staff. Maintains frequent contact with various staffs to keep abreast of major activities in the various components; ensures that the Executives and Executives staffs are aware of the Commissioner's activities.
Prepares or directs the preparation of confidential reports, speeches, briefing materials, background papers, and recommendations that involve SSA-wide issues for the Commissioner use at conferences, symposiums, and assemblies. Determines adequacy of staff work and, as necessary, requests further development.

Qualifications
Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include applying fact-finding and analytical techniques, providing oral and written communications, and developing presentations and reports related to administrative or program principles, concepts, policies and objectives. Additionally, experience must include leading or managing a project and/or team and planning, implementing, and coordinating comprehensive organization-wide programs.
