The Executive Advisor for Health Information Technology (IT) Strategy leads intercomponent efforts to advance the agency's goals to increase the share of structured electronic medical and other adjudicatory evidence SSA receives. The Executive Advisor for Health IT Strategy plays a key technical role in establishing a coordinated Health IT vision and strategy among internal SSA components and providing direction in building a robust Health IT program.
Duties
The Executive Advisor for Health IT Strategy works with a diverse group of stakeholders across the Federal government to modernize the digital services SSA delivers to citizens and business based upon quantitative and qualitative assessments of user needs, and SSA's ability to make use of existing as well as emerging health information technologies.
Additionally, the Executive Advisor for Health IT Strategy:
Provides expert guidance in one or more areas including software development methodologies, user interface design and implementation, artificial intelligence, 12-factor web application design and architecture, micro services, systems infrastructure, cloud infrastructure / architecture, solutions architectures, database systems, event-based architectures and/or computer hardware. The incumbent informs the agency on industry best practices, provides consultation on systems and policy proposals, assists with vendor selection and guides SSA management in the development of policy and procedures and the adoption of new information technologies.
Performs and coordinates studies and researches software architecture, cloud architecture, solutions architecture, designs, and performance techniques to improve the use of IT. These studies include consideration of new technological developments and database management practices in other government agencies and/or the private sector, to determine their applicability for use within SSA.
Evaluates recommendations for data design and storage techniques which may include cloud storage, that result in effective, flexible, scalable, reliable, manageable, maintainable and secure technology solutions using knowledge of the existing and emerging technologies, as well as best industry practices relating to the use and management of technology; and leads efforts to plan and document proofs of concept, recommendations, and resource requirements.

Qualifications
To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level (GS-15 level or equivalent) which demonstrates ability to perform the duties of the position, including progressively responsible experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (TQs) below, which includes applying technical and strategic expertise in Health IT theories, principles, concepts, standards, and practices. Typically, experience of this nature will be gained in a related field; in a position held for at least one year at the GS-15, comparable pay band or level above in the federal government; or comparable position with a state or local government, or private sector organization.

Mandatory Technical Qualifications (TQs):
TQ1 - Senior level experience managing large scale Health IT projects and implementing emerging national and/or government-wide health IT initiatives to modernize digital services.
TQ2 - Broad experience applying healthcare IT industry policies and practices to develop effective organization-wide Health IT strategic plans.
Time-in-grade requirements do not apply to SL positions.
