This position is in the Office of Civil Rights and Equal Opportunity (OCREO). The incumbent performs work of a technical and advisory nature in support of the equity and engagement program.

Duties

Self-initiates and executes Diversity, Equity, Inclusion, and Accessibility (DEIA)-related assignments that encompass a wide spectrum of objectives. Includes addressing pay and gender equity, improving representation of underrepresented groups, ensuring accessible workplaces, and fostering an inclusive environment employing various tactics, training, and analytical methods. Forges community partnerships and collaborates with affinity groups to enhance outreach and inclusivity withing the agency. Proactively reaches out to external stakeholders, such as community organizations and advocacy groups, to build strategic partnerships that enrich DEIA initiatives. These partnerships expand the agency’s outreach, enabling the agency to make a sustainable impact in underrepresented communities while building trust and fostering a more equitable, diverse, and inclusive work environment and service delivery. Develops and conducts training, projects, studies designed to promote diversity, cultivate inclusion, and emphasize equity in SSA, and effect major changes, where needed, in policies and practices. The incumbent gathers and develops pertinent, confidential, data required for providing in-depth analysis and studies that will enhance the current practices. Gathers and collaborates across components to obtain data and evidence from working groups and barrier analyses to inspect policies, procedures, and practices, and... [Cont'd]... identify areas where action is required to foster a culture shift that empowers people and culture. Collaborates in the promotion of data driven approaches to proposed changes in policies, practices, and procedures that includes the use of key performance indicators and outcome measures to ensure effectiveness and accountability for progress. Maintains a thorough understanding of DEIA principles and behaviors and agency operations, procedures, systems, and databases. Keeps abreast of current trends of research and development in the private and public sector and across government agencies in diversity, equity, inclusion, accessibility, and engagement. Contributes analytical knowledge of data in the preparation of reports. Reviews and analyzes programs, executive orders, and other policy documents to provide guidance to the agency concerning the implementation of new program assignments and policies. Analyzes and recommends solutions on how to remove barriers to equitable outcomes for the workforce and the public (i.e., beneficiaries/applicants) the agency serves through its programs and benefits. Assists, in collaboration with applicable stakeholders, in the development of communications, websites, templates, and operating procedures for the standardization and management of SSA Employee Resource Groups/Affinity Groups. Prepares materials in support of the Chief Equity Officer (CEO) to assist with speaking events, briefings, and panels. Performs other duties as assigned.

Qualification standards and additional information for this position can be found here: General Schedule Qualification Standards (opm.gov) To qualify for this GS-13 position, the applicant must have 52 weeks of specialized experience at, or equivalent to the Federal GS-12 level (or above), which is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include (1) completing multiple and varying control assignments; (2) to be detail-oriented, communicating both orally and in writing to an executive level audience; (3) be proficient applying concepts, principles, laws, regulations, and practices pertaining to advancing people and culture along with knowledge of Equity Executive Orders and EEOC regulations; (4) having time and project management skills while coordinating and implementing component administrative functions; (5) utilizing automated systems for component actions, performing analytical studies to provide guidance; (6) web development experience; and (7) conducting briefings and presentations. ALL of this specialized experience is REQUIRED and must be explicitly documented/described in your resume or you will be disqualified from further consideration.
