Duties

As an Information Technology Specialist (InfoSec) Major duties and responsibilities include: Maintains subject matter expertise on IT related policies, guidance, and/or legislations (e.g. FISMA, IT Management Reform Act, Computer Security Act; Executive Order 13011, etc.); NIST Special Publications, other Federal Agency OIG audit reports, and IT security best practices and industry standards. Serves as technical authority/subject matter expert by advising audit teams and keeping informed on new and emerging technological threats. Utilize this expertise to advise teams in developing audit ideas and proposals accordingly, which promote OIG strategic goals, and Departmental efficiency, transparency, and security of programs, systems, and technologies. Conducts all aspects of audit support including, but not limited to, mission outreach and education, helping to prepare audit proposals, advising auditors on developing objectives and appropriate documentation, conducting testing coordination and logistics, analysis of results, drafting of audit deliverables, and assisting the audit team with [technical] report writing. Develops new audit approaches where no precedents exist and/or developing creative solutions to controversial problems; and resolving issues where governing laws and regulations are highly interpretive and/or precedents are nonexistent, obscure or conflicting. identifies techniques or methods to use in gathering data and documentation, develops new lines of inquiry and potential audit areas. Other duties as assigned.

Qualifications

BASIC REQUIREMENTS: Your resume must demonstrate one year of Information Technology related experience in the federal service and or private/public sector demonstrating the following four (4) competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: reviewing certification and accreditation documentation to ensure compliance with accreditation process; supporting internal audits; execute Risk Management Framework (RMF); design, develop, test, field, and maintain date structures and network. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: managing or monitoring information systems or network security in support of an organization's mission; utilizing knowledge related to Special Access Programs (SAP) and IT security to resolve inquires. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: providing guidance or recommendations on corrective actions to identify procedural or systems deficiencies; interact collaboratively with others and to be able to negotiate and resolve complex issues. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives and to make recommendations. In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level 13 in the federal service or equivalent experience in the private or public sector. Specialized experience for this position includes: 1) applying current IT security principles, concepts, practices, management, and technology to ensure confidentiality, integrity and available of major complex systems, networks, and data; 2) conducting comprehensive assessments of systems development principles and approaches; applications software design concepts and methods; network management methods; application reliability; performance measurement; investment management; and project management methods; 3) conducting technical reviews of IT and system generated documentation, IT generated test results, and providing advice to manage on deliverable products; 4) interpreting IT policies and procedures related to program areas as well as determine the effects on their programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 03/08/2024of this announcement. Education
