This position is located in the Institute for Learning, Education and Development (ILEAD). The Editor (Television) is aligned at a broadcast site location in St. Louis, MO.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Major Duties:
Provide support through the full spectrum of production, delivery, and post production of educational/information satellite broadcasts, presentations, videos, videoconferences, and web-streaming
Edit audio and video footage into finished television productions in accordance with an approved script.
Select sequences of raw footage specifically recorded for the production that most nearly fit the requirements of the script.
Recommend changes to script and changes in sequence, time, and emphasis to improve artistic quality and effectiveness of the production.
Manage multiple projects with differing complexity, content, deadlines and budgetary issues.
Serve as a member of production planning groups in order to derive the appropriate actions necessary to meet production outcome, timeline and budgetary needs.
Select sound effects and musical background and overlays sound track.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify at the GS-11 grade level, you must meet at least one of the following qualification requirements:
GS-11 Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is experience that included all or most of the following: Assisted with editing audio and video footage into draft/pilot television productions in accordance with an approved script; Provided general, standard technical or administrative support to the video engineering staff and contracted editing system specialists; Recommended changes to selected pieces of script or specifically identified changes in sequence, time, and emphasis to improve artistic quality and effectiveness of the production; Provided support as an editor at a developmental or training level to the organization through the full spectrum of production, delivery, and postproduction of educational/information satellite broadcasts, presentations, videos, videoconferences, web-streaming, and IP broadcasts;

GS-11 Education: A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree. The major study must be in photography, radio or television production, motion picture production, or another field related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with your application materials. GS-11 Combination of Education and Experience: An equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements for this position. Only graduate education in excess of the amount required for the GS-9 level may be used to qualify at this level. NOTE: Transcripts must be submitted with your application materials. To qualify at the GS-12 grade level, you must possess the following:
GS-12 Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is audiovisual production experience that included all or most of the following: Served as a staff level non-linear digital video editor for audiovisual productions, with responsibility for all post-production processes associated with a broadcast production; Provided support as a staff level editor to the organization through the full spectrum of production, delivery, and postproduction of educational/information satellite broadcasts, presentations, videos, videoconferences, web-streaming, and IP broadcasts; Understands the need for organizational protocols for, and personally edited projects with the latest video formats in standard definition and high definition (e.g. P2, XDCam, HDV, HDCam, Betacam SP, DVCam).
*There is no educational substitution at the GS-12 grade level.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is performed in a wide variety of environments. Stooping, standing, lifting and other physical demands may be required. The environment varies from studio to field sites. Frequent and long periods of travel may be required.
