The purpose of this position is to provide support to the Department through the production and delivery of educational/informational satellite broadcasts, presentation, and videotapes. The incumbent selects, designs, develops and delivers video based (and Other) media products and services. They produce and direct live television programs and develop accredited educational content.
Duties
The major duties of this position include but are not limited to:
Produce and direct live television programs and interpret clients needs for both educational and communications/outreach.
Produce and direct linear video productions.
Direct crews, select and specify production equipment that successfully interprets the vision of the writer, clients, and other relevant principals.
Produce, script write, and direct video productions of various formats such as documentary, biographical, historical, informational, educational, and dramatic.
Manage multiple projects with differing complexity, content, deadlines and budgetary issues - personally performing managerial or craft skills or through a mixture of in house and/or contract staff.
Work with professional educators and instructional design staff to develop projects.
Apply the most effective media capability to achieve a desired outcome in education and communication fields.
Develop accredited educational content in concert with an educational blended strategy.
Work Schedule: Monday-Friday 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Possess an undergraduate or graduate education with a major study in (TRANSCRIPTS ARE REQUIRED):
Photography
Radio or television production
Motion picture production
Other area related to the position to be filled

Possess 1 year of specialized experience that demonstrated a practical knowledge of the subject area of the position. Examples of qualifying specialized experience include:
Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
Directing crews, selecting and specifying production equipment that successfully interprets the vision of the writer, clients, and other relevant principals.
Producing, script writing, and directing video productions of various formats such as documentary, biographical, historical, informational, educational, and dramatic.
In addition to the Individual Occupational Requirement above, you must possess 1 year of specialized experience equivalent to at least the next lower grade, GS-13, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Producing and directing linear video productions; directing crews, selecting and specifying production equipment that successfully interprets the vision of the writer, clients, and other relevant principals; producing, script writing, and directing video productions of various formats such as documentary, biographical, historical, informational, educational, and dramatic; managing multiple projects with differing complexity, content, deadlines and budgetary issues; personally performing managerial or craft skills or through a mixture of in house and/or contract staff.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is performed in a wide variety of environments. Stooping, standing, lifting and other
physical demands may be required. Periods of travel may be required on an ongoing basis.
