The Audiovisual Production Specialist coordinates the full spectrum of responsibilities from ascertaining needs, through the development and distribution of educational and communications content. The products and services are fundamental to the successful accomplishment of the overall and component missions of the VA. Distribution may be through a variety of methods to national, Federal and public sectors.

Duties

This announcement is open to current, permanent Veterans Health Administration (VHA) employees and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligibles only. All other applicants will not be considered. The major duties of this position include but are not limited to: Working with contract and in-house resources in all project phases who may be leaders in high-level departments, to accomplish tasks. Working with Technical Director/Director to determine camera angles, lighting and set arrangement; and perform in Studio, Control Room, and Field. Managing multiple projects with differing complexity, content, deadlines and budgetary issues. Assists in preproduction activities by participating in production scheduling and coordination/preparation of studio and field shoots. Assists in the development of the visual content of television programs. Provides support on technical, operational, and aesthetic problems, and quality assurance. Works with professional educators and Instructional design staff to develop projects. Develops content in concert with an educational blended strategy. Applies the most effective media capability to achieve a desired outcome in education and communication fields. Supports the writing of, and directs video productions of various formats such as documentary, biographical, historical, informational, educational, and dramatic. Operates a variety of studio and field production equipment such as cameras, audio recording equipment, tele-prompters, control-room phone answering systems for live satellite broadcasts, character generators, video recorders, and camera control units. Assists senior staff in operation of program switchers. Performs post-production functions on a complex non-linear video editing system and media storage network. Modifies content using media production programs, to include software for motion graphics, still graphics, audio manipulation, and for basic trims/edits. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8am-4:30pm Compressed/Flexible: May be available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. -OR- Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. In addition to the IOR above, For the GS-9 grade, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-7, in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include: Assisting in daily setups of audiovisual productions and studio broadcasts; technical preparation, physical set-up, operation, breakdown, maintenance and quality assurance of all multimedia equipment for audio/video studio and field productions, audio/video recording and video/multimedia projects, productions and broadcasts; shooting multiple video content types including live studio broadcast, corporate videos, documentaries, training videos, interviews, on-location shoots, etc.; knowledge of audiovisual methods, mediums and techniques used in the creation and distribution of video and multi-media production. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPTS ARE REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and 1 full year of graduate level education. For the GS-11 grade, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-9, in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related(TRANSCRIPTS ARE REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. You will be rated on the following Competencies for this position: Communications and Media- Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is performed in a wide variety of environments from studio to field sites. Stooping, standing, lifting and other physical demands may be required. the work requires some physical exertion such as long periods of standing, recurring bending and stretching or recurring lifting of items weighing up to 50 pounds.
