As an Equal Employment Specialist, you will provide technical expertise supporting oversight of the OCC Equal Employment Opportunity (EEO) Program and develop and implement policies and procedures needed for an effective and efficient operation of the EEO program in OCC.
This position is located in the Office of Minority and Women Inclusion headquartered in Washington, DC.
Duties
As an Equal Employment Specialist, you will:
Serve as an EEO counselor during the EEO pre-complaint process; maintains neutrality; conduct the appropriate level of inquiry; facilitate resolution; prepare timely and complete Counselor reports; and comply with regulatory requirements, EEOC management directives, and standard operating procedures.
Collect data to identify EEO issues and underlying causes; recommend solutions to address problems and/or improve the existing work environment.
Design, develop and deliver training modules and programs on EEO and dispute resolution.
Develop and implement policies and procedures needed for the effective and efficient operation of the OCC's EEO program.
Provide technical advice and guidance to OCC supervisors, managers, and executives in support of their EEO-related responsibilities.
Participate in EEO compliance reviews of the OCC district and Headquarters offices, to include: assessment of management policies and practices; analysis of statistical data; coordination with appropriate personnel; communication with staff and management at all levels; conducting management briefings; preparing reports; recommending corrective actions; and monitoring progress.
Qualifications
You must meet the following requirements within 30 calendar days after the closing date of this announcement:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level or GS-11 grade level in the Federal service. Examples of specialized experience for this position include:
Experience interpreting and/or applying appropriate EEO laws, regulations, policies, and guidelines to analyze and identify EEO issues and trends for an organization; And
Experience providing training and/or briefings to managers and/or employees to effectively and efficiently convey information regarding EEO programs, (e.g. EEO complaint process or similar).
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
