Duties

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges includes local market supplement*** MAJOR DUTIES Provides seasoned consultative management advisory services on the effective use of civilian personnel to support goals and objectives and produce results that accomplish directorate missions. As the component command's manpower representative, integrates organizational objectives and requirements to improve organization efficiency and performs studies of the organization's structure, function(s), and its interrelated work processes to develop solutions to improve processes and maximize resource utilization. Administers JFCC ISR military personnel position management, sustainment, as well as standalone individual mobilization augmentee (IMA) programs. Assists in the overall management of JFCC ISR information and personnel security programs. Exercises supervisory personnel management responsibilities and plans, organizes, and directs the activities of the Human Capital Resources Branch ensuring directorate manpower and personnel work complies with legal and regulatory requirements.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Incumbent must be able to obtain and maintain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • Travel and relocation expenses WILL NOT BE PAID
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required

  • Incumbent will be required to submit to the administration of a counterintelligence polygraph and must satisfactorily pass such examination as a condition of employment.

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Knowledge of analytical and evaluative techniques as well as Department of Defense (DoD) and Joint Service organization principles, concepts, and methodologies used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations and to devise organizational structuring options for complex joint military organizations. Knowledge of joint military component, directorate, or comparable organization structures, functions, missions, objectives, operating programs, and administrative policies and procedures sufficient to identify, consider, and present options for the resolution of human resources (HR) focused organizational and program issues. Knowledge of information and personnel security principles, practices, procedures, laws, and regulations. Skill in conducting quantitative and qualitative analysis of HR program operations; gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; making recommendations for enhancements and improvements; and preparing and presenting briefings and reports. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
