This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for all staff actions required for the development of consolidated allocation and sourcing recommendations, cyclical approval of Intelligence, Surveillance, and Reconnaissance (ISR) authorities, and assessment of global ISR operations for the Department of Defense (DoD) ISR enterprise.

Duties

As a SENIOR STRATEGIC ADVISOR (SURVEILLANCE AND RECONNAISSANCE) at the GS-0301-15 some of your typical work assignments may include: Develops global allocation strategies/plans and sourcing solutions for Department of Defense (DoD) (Joint) and national collection assets that provide comprehensive capabilities in support of the joint warfighter. Leads efforts to promote collaboration across Combatant Commands (CCMDs), Military Services, Combat Support Agencies (CSAs), and the Intelligence Community (IC) in order to comprehensively address national security objectives and DoD ISR allocation shortfalls and gaps. Develops and coordinates Sensitive Reconnaissance Operations (SRO) and Intelligence, Surveillance, and Reconnaissance (ISR) information, policies, missions, and objectives with senior leaders from the Military Services, CCMDs, CSAs, the Office of the Secretary of Defense (OSD), the Interagency, and the National Security Council (NSC) for review and evaluation of proposed operations and issues. Oversees the planning, organizing, development, and coordination of ISR planning activities in order to drive both deliberate and crisis action planning efforts, Interagency information sharing efforts, and Chairman Joint Chiefs of Staff (CJCS) and CCMD exercises. Directs SRO and EXPRESS Program activities, ensuring that Undersecretary of Defense for Intelligence and Security(USD(I&S)), Secretary of Defense (SecDef), and Presidential approvals are attained for ISR missions in accordance with executive orders and DoD policy.

  • The employee must be ready to work short-notice, high-priority tasks to support POTUS, SecDef, CJCS, and CCDR-level requirements, WHICH MAY REQUIRE EXTENDED DUTY DAYS (MORE THAN 12 HOURS) OR DUTY ON WEEKENDS.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Recognizing principles, strategy and doctrine, concepts and practices, policy, statutes, executive orders, regulations, authorities, and other directives necessary to advise Joint Staff and Office of the Secretary of Defense (OSD) leadership on all aspects of Intelligence, Surveillance, and Reconnaissance (ISR) support; Reviewing national-level plans, policy, doctrine and the application of authorities for deployment and employment of ISR capabilities to address time sensitive crisis response to Combatant Command (CCMD) requests for forces, Sensitive Reconnaissance Operations (SRO) policy issues, and other senior leader requests for information; Identifying national ISR and SRO policy-making architecture and coordination process to interact with other U.S. Government Departments and Agencies, Congress, National Security Council (NSC), and Department of Defense (DoD) offices Applying deliberate and time-critical crisis planning processes to include gaining Presidential authorities for mission execution, and utilizing the Joint Operations, Planning, and Execution System Recognizing areas related to ISR, SRO, training, and force readiness required to prepare Joint Staff responses to Congressional inquiries, and as directed in the National Defense Authorization Act (NDAA). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
