The primary purpose of this position is to perform the full range of Hazardous Material (HazMat)/ Hazardous Waste (HazWaste) Management Program duties and coordination. Incumbent performs inventory inspections and recordkeeping to insure compliance with all regulations (Local, State, and Federal).
Duties
Responsible for organizing and coordinating an effective HazMart operation.
Ensures compliance with policies and procedures to effectively handle, stage and dispose of HazMat and
HazWaste generated.
Acquires authorization of each HazMat used within the Production Group.
Performs tasks involved in issuing and transferring HazMat items.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes providing care of HazMat storage applying preservation techniques to protect from deterioration or damage. Maintaining and distributing operating instruction in accordance with organizational policies and procedures, Air Force Instructions, State and Federal laws. Serving as a liaison to the certifying officials over all HazMat/Chemical requests. Maintaining and auditing inventory concerning all transferred/issuing items to maintain environmental compliance and production
requirements.

EDUCATION: ???????Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the production organization and HazMat/HazWaste management methods, procedures, and techniques used in the repair, overhaul, and/or modification of a variety of complex aircraft and commodity items.
2. Knowledge of production policies and how to properly apply them to prevent or alleviate production delays and scheduling conflicts in order to plan for and alleviate material shortages or delays. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems.
3. Knowledge of governing Federal, State, and local environmental regulations, procedures, instructions, functions, operations, program requirements, and work methods for HazMat and HazWaste.
4. Knowledge of procedures required in procuring HazMat and disposing of HazWaste.
5. Knowledge of the Hazardous Material Management System (EESOH-MIS) and procedures applicable to the control, authorization, securing, dispositioning, disposal and recordkeeping.
6. Ability to communicate effectively, both orally and in writing.
7. Knowledge of safety and health standards, regulations and requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
